Major Projects Status Report

Report of the Acting Director of Property, Business and

Regulatory Services

1. Summary

1.1 This report seeks approval to the addition of funding to major capital projects, at pre contract stage, following the approval of the design project appraisal by the Executive Lead Member for Children's Services and the Executive Member for Policy and Resources.

1.2 Appendix 2 shows those capital projects for which an allocation has been made in the Children's Services Capital Programme and where the Acting Director of Property, Business and Regulatory Services is either, or will shortly be, progressing feasibility work for these projects.

1.3 The schemes within this report generally reflect the priorities in the Corporate Strategy by providing excellent school facilities which enhance the quality of place, providing safer and more accessible facilities and maximising well-being, thus benefiting all users of the premises.

2. Recommendations

2.1 That additional works and funding at the following schools are approved:

Amery Hill Secondary School

    Durley Primary School

    Hale Primary School

    Henry Tyndale School

    Kings Worthy Primary School

2.2 That the overall position of the major capital projects being undertaken by the Acting Director of Property, Business and Regulatory Services be approved.

3. Completed Schemes

3.1 Since the last meeting of the Executive Lead Member for Children's Services (Education), schemes at the following schools have been completed and the new accommodation handed over to the Children's Services Department. These schemes remain financially on target:

4. Additional Works and Funding Added Post Contract

4.1 The following schemes have had further funding added to the contract for specific additional works.

4.2 Amery Hill Secondary School

Two further devolved formula capital contributions have been made by the school:

£27,000 (incl. £3,800 fee contribution) for works to form larger client offices and associated alterations

      £20,970 (incl.£2,970 fee contribution) for additional science lab works.

4.3 Durley Primary School, Durley

      Contracts were returned slightly higher than anticipated and as a result an additional contribution of £10,000 has been made from the Capital Programme 2008/09 plus an additional £10,000 from the School's devolved capital allocation.

4.4 Hale Primary School, Fordingbridge

The school have contributed an additional £15,000 from PTA funds for works to develop a soft play area, to include some outdoor equipment.

The works to the pupil toilets will be carried out over the summer holiday period and as a result the scheme is now expected to complete on site during August 2008.

4.5 Henry Tyndale School, Farnborough

The school are contributing up to £13,000 additional funding (devolved capital) towards works to provide a soft play area.

4.6 Kings Worthy Primary School

An additional allocation of up to £35,000 has been made from the Capital Programme 2008/09, together with a contribution of £20,000 from P&R Asbestos funding for works to remove previously undetected asbestos from the corridor area.

5. Additional Works and Funding added at Pre Contract Stage

5.1 Appendix 1 and 2 provides detailed information for all current capital projects at their varying stages. Included are those at pre contract stage, where additional funding has been added since the approval of the design project appraisal by the Executive Members' for Children's Services and Policy and Resources.

5.2 Additional funding has come from various sources including increased Children's Services Capital Programme allocations, and inflation and tolerance adjustments; additional school funding for specific additional requested works, and Policy and Resources budgets for additional Landlord maintenance items which can easily be included within the overall scheme.

6. Programme updates

6.1 Amery Hill Secondary School, Alton

      The original anticipated completion date of March 2008 has been extended to July due to a delay with the supply of the evacuation lift.

6.2 Henry Tyndale School, Farnborough

It was originally anticipated that the scheme would complete in March 2008, but due to problems with the upgrade to the mains gas supply it is now due to complete in July 2008.

6.3 Kings Worthy Primary School

Due to the presence of previously undetected asbestos within the corridor area, asbestos removal works will be carried out during the summer holiday period by a specialist contractor, following which the main contractor will return to site to complete the scheme. The original anticipated completion date of May 2008 will therefore be extended to October 2008.

6.4 Wellstead Primary School, Hedge End (formerly Dowd's Farm)

Partial possession of the school was achieved on 21 April 2008. It is anticipated that final completion will take place at the end of the summer when the remaining landscaping works are complete.
