1 Summary

1.1 The following decision is sought:

That the Executive Member for Children & Families

· Approves the actions taken which address requirements and recommendations in order to further develop the service and welcomes the progress that the Children's Residential Sector is making regarding improvements in the quality of service provision.

2 Reason

2.1 This decision supports the following Hampshire County Council priorities:

"Making Hampshire safer and more secure for all" - by supporting some of our most vulnerable children and young people to lead positive and constructive lives, cared for in a stable and supportive group care setting

"Maximising well-being" - by enabling those children and young people to reach their potential and enable them to move onto a permanent placement, to independence or back home to their families.

2.2 The inspections of Hampshire's Residential Services have acknowledged numerous areas of excellent practice which benefit children and young people who use the service. The inspection process assesses performance against Every Child Matters (ECM) outcomes and identifies Requirements and Good Practice Recommendations in order to develop services and promote welfare for all those placed. The process therefore ensures, with the action plans that respond where appropriate, that children/young people are more likely to be healthy, stay safe, enjoy and achieve, make a positive contribution and achieve economic wellbeing as adults.
