1. Summary
1.1 The following decisions are sought:
(a) That tenders be invited for a Countywide contract to provide:
· information services to carers
· a framework to enable the development of support interventions (matching local needs)
(b) That tenders be invited for a Countywide contract to deliver:
· emergency planning for carers
· emergency personalised respite services to be available 365 days a year.
2. Reason
2.1 The proposals in this report have been formulated following the approval of the Hampshire Carers' Strategy by the Executive Member for Adult Social Care on 30 May 2008.
3. Link to Corporate Strategy
3.1 This report supports the three Corporate Strategy priorities of "Hampshire safer and more secure for all"; "maximising wellbeing" and "enhancing our quality of place", by securing:
(a) information services and support for carers of all ages;
(b) services which are flexible and able to change in line with people's unique circumstances thus enabling independence and choice and accommodating extenuating situations; and
(c) secure equitable access to services and support. These objectives will be achieved by working together across health and social services and with communities which will prove a more effective and co-ordinated response to carers' needs, support carers in their caring roles and their inclusion in society.
4. Other Options considered and rejected
4.1 No other options considered in respect of the proposed tendering approach, having regard to European Union Directives and Single Tender Criteria approved at the Social Care Executive Decision Day on 2 April 2008.
