1. Summary:
1.1 The following decision is sought:
a) That the Executive Member notes and approves the Annual Report of the Hampshire Adult Protection Committee. Future reports will be received annually based on financial years.
b) That through noting the report, the Executive Member for Adult Social Care supports the raising of awareness of issues relating to safeguarding and adult protection in the public arena.

2.1 So that the report can be brought into the public domain thereby raising awareness of it.

1. Summary
1.1 The annual report outlines Safeguarding/Adult Protection activity during the period October to March 2007/8 as well as priorities for 2008/9. Future reports will be based on financial years and the next report will be presented to the Executive Member for Social Care in July 2009.
2. Recommendations
2.1 The following decision is sought:
a) That the Executive Member notes the Annual Report of the Hampshire Adult Protection Committee. Future reports will be received annually based on financial years.
b) That through noting the report, the Executive Member for Adult Social Care supports the raising of awareness of issues relating to safeguarding and adult protection in the public arena.
3. Background
3.1 Local Authority Adult Services Departments have the lead coordinating role for Safeguarding / Adult Protection. ("No Secrets: guidance on developing and implementing multi-agency policies and procedures to protect vulnerable adults from abuse" Department of health, 2000). In that role the Adult Services Department coordinates both strategic and operational activity. Part of that role includes the convening of a Multiagency committee to ensure effective Safeguarding in Hampshire. The attached report is produced by the Hampshire Adult Protection Committee and outlines activity and priorities of member agencies and of the Multiagency group.
4. Impact and Implications
4.1 By bringing this report into the public domain it is anticipated that public awareness of this issue will increase.
5. Legal
5.1 "No Secrets: Guidance on developing and implementing multi-agency policies and procedures to protect vulnerable adults from abuse", 2000. Issued under Section 7 of the Local Authority Social Services Act 1970. Paragraph 3.16 outlines the responsibilities at Local Authority Member level requiring Local Authority Members to be aware of issues relating to protection of vulnerable adults at strategic and operational level.
6 Impact Assessment
6.1 Some specific areas of current activity have a positive impact. This includes refining data collection and the piloting of Family Group Conferences for Safeguarding/Adult Protection. A full Impact Assessment will take place during 2008.
7. Conclusion
7.1 The Safeguarding/Adult Protection agenda is increasing in complexity and breadth. This annual report represents a genuine commitment across agencies in Hampshire to respond positively and effectively to this significant issue. The presentation of this report to the Executive Member for Social Care is an important element of a strategy to ensure awareness in the local community of this issue.
