90 APOLOGIES FOR ABSENCE

Apologies were received from Councillors Carew, Mrs. Heron, Hockley and J.K. West.

91 DECLARATIONS OF INTEREST

Members were mindful that, where they believed they had a personal or a personal prejudicial interest in any matter to be considered at the meeting, they should declare their personal interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed save for exercising any right to speak in accordance with paragraph 12 of the Code. No such interests were declared on this occasion.

92 MINUTES

The Minutes of the meeting of the Committee held on 3 July, 2008 were confirmed as a correct record and signed by the Chairman.

93 CHAIRMAN'S COMMUNICATIONS

The Chairman referred to attendance at the recent budget scrutiny event, and Members requested that when such events are organised in future there should be a follow up reminder, preferably hard copy, the week before, to confirm that the event was being held.

94 THE EFFECTIVENESS OF PASSENGER TRANSPORT SERVICES IN MEETING COMMUNITY NEEDS IN HAMPSHIRE

The Committee considered the Executive Member for Environment's responses to recommendations made by the Committee following their review of Transport in the Community (Item 5 in the Minute Book). The Committee looked at each of the recommendations in turn, and agreed a schedule of follow-up action for selected recommendations, to include reports on progress with various aspects to come to the Committee at their meetings in October 2008, January 2009 and July 2009. A copy of the detailed Schedule is set out as Appendix 5(x) in the Minute Book.

    Scrutiny Officer (Phillipa Smart) Executive Member for Environment to update the work programme

    Matters raised during discussion of the recommendations were:

    · Members suggested that the further work to be undertaken on transport access to health facilities, involve the Health Overview and Scrutiny Committee. Travel and access to health/social care would also be an issue to be explored as part of the Personalisation Commission.

    · Officer clarification about the nature of Quality Contracts.

    · An update by Officers about the developing programme for the establishment of Transport Forums to complete coverage of the entire county.

    · Members requested a report in July 2009 on progress with the yellow bus school transport pilot.

    · Members recognised that resources within the Environment Department were constrained, and with that in mind agreed there were several recommendations where there was no need for further work or follow up at this stage.
