    1. Who benefits ?

    Given the larger proportion of resourcing having been directed to the older age group, a scrutiny review could usefully focus on working age adults, including those with physical disability, learning disability and mental health, posing the following questions:

      (i) how are the well-being needs of working age client groups understood and responded to at present to avoid unnecessary moves away from their own homes ?

      (ii) is this reasonable, given demographic and disability trends ?

      (iii) what is the basis for the current balance of resourcing between older and working age adults well-being initiatives ?

      (iv) should HCC and partners be planning to prioritise certain well-being initiatives over others ? (Relevant factors: no identified funding for telecare services after the end of March 2009, possible diversification of Community Innovations Team, itself due to end in 2009)

* a view that people with physical disability, particularly 17 and 18 year olds, have limited choices at present

* identified area of weakness in mental health eg mental health promotion, and progress needed in others eg social inclusion

* infrastructure requirements in learning disability to achieve greater emphasis on well-being

* underdeveloped knowledge about minority community needs

* acknowledgement of less well developed well-being strategies than for older adults

* acknowledged difficulties with access to information

    a) raising the profile of client groups where demand for the promotion of well being to sustain people in their own homes is less well articulated than that of older people

    b) progressing the shared understanding of future demand

    c) recommendations on relative priority of well-being initiatives

    1. Dimensions of well-being

    Given the varieties of language used, and hence meaning, in relation to well-being, and the consequences of that for what is performance managed and reported on, a scrutiny review could pose the following questions:

      (i) is there/should there be a consistent conceptual model of well-being in Hampshire ?

      (ii) are there agreed mechanisms and criteria for assessing well-being at individual, client group, community and population levels ?

      (iii) are there agreed well-being outcome measures at these levels ?

      (iv) is there scope for developing further how progress in improving well-being is measured and reported on ?

* separate departmental/unit/agency performance information eg. Adult Services, Trading Standards, Rec. and Heritage, Contact Centre, Fire and Rescue

* separate well-being initiatives monitoring eg. Well-being team, CIT

* no routine recording of outcomes by SWIFT

* recent introduction of well-being outcome measurement (well-being team and CIT)

    2. Joint commissioning to improve services

Given the challenges of the joint

commissioning agenda, and the

recently renewed LAA, questions for a

scrutiny review could include:

    (i) what is the stage of development of joint commissioning between statutory and other partners in Hampshire (NHS, Learning and Skills Council, Housing Authorities, Adult Services, VCFS etc.) to improve the well-being of vulnerable people in their own homes ?

    (ii) what is known about the outcomes from joint commissioned services focused on the well being of individuals and populations ?

    (iii) how is the joint commissioning supporting innovation, including social enterprise, particularly in the Third Sector ?

    (iv) how is the joint commissioning improving inequalities experienced by disadvantaged groups ?

* increasing role of Partnership Boards eg. Health and Well-being (County and District), Learning Disability

* how the joint needs assessment supports well-being focused joint commissioning

* stage of development regarding outcome information and reporting

* underdeveloped knowledge about minority community needs

* unstated scale/limits of HCC role in partnership approach to well-being

    3. Housing, as people age

Given the likely future demographic

trends in the older age groups, questions

for a scrutiny review could include:

    A review in one district:

      (i) what arrangements are in place to maintain the physical environments of people's homes to enable older people to stay put as they age ?

      (ii) are there things that could be done to provide greater assistance to older people ?

      (iii) what county-wide lessons can be learned ?

* acknowledged difficulties with access to information, and issue of increased demand for independent living equipment as older population increases

* underdeveloped knowledge about minority community needs

* development of the role of the County Council in implementing the National Strategy for Housing in an Ageing Society
