1) Summary

    The following decisions are proposed:

 

    1.1. That Hampshire County Council funds, from the Environment capital programme, the £1,600,000 required to provide an engineered solution to the ground conditions found at the Bury Lane site, Marchwood to allow for the delivery of a new, state of the art, transfer station.

    1.2. That the Acting Director of Property, Business and Regulatory Services (Interim Head of Estates) be authorised to agree suitable revised terms and conditions to the existing lease between Hampshire County Council and Veolia Environmental Services Hampshire Limited, to include provision for the demolition of the redundant residential properties.

 

2) Reasons for the decision

    2.1. Contributing £1,600,000 will allow the delivery of a new waste transfer station, a scheme which has both planning permission and is a contractual obligation of the long term waste disposal contract with Veolia Environmental Services Hampshire Limited.

    2.2. This decision provides a new facility capable of diverting additional waste from landfill and maximising the opportunities for material capture and recycling.

    2.3. The Executive Member for Environment supports this proposal.

 

3) Other options considered and rejected:

 

    3.1. Option 2: Deliver contracted transfer capacity at an alternative site

    a) Risk Assessment: The cost of making the site suitable for alternative development would make it uneconomical, leaving the site undeveloped and the County Council with an asset it would be unable to use. This option would also delay the delivery of the transfer station by up to three years, with a temporary facility being required for the duration which could only offer the minimum service required by the contract.

    3.2. Option 3: Deliver a small transfer station on the Bury Lane site

    a) Risk Assessment: The smaller transfer station would not provide the operational flexibility of the full proposal and represents significant construction challenges due to the services in that part of the site. This option would also require the continued use of the former incinerator buildings whilst the facility was being built and would leave the majority of the site undeveloped once completed.

    3.3. Option 4: Develop an integrated transfer station and household waste recycling centre in one building complex on the Bury Lane site

    a) Risk Assessment: An integrated facility would require a greater area footprint and therefore incur greater cost as well as requiring the development process to be re-started resulting in up to three years delay. Due to the nature of the site, even the most practical design would result in significant operational issues that offset the benefits of providing a combined facility.
