1) Summary

      The following decision is proposed:

1.1. That approval be given until August 2013 to the siting of a double temporary classroom at:

    (a) Forest Education Centre, Dibden Purlieu

    (b) Cove School, Farnborough

2) Reasons for the decision

2.1 This decision supports each of the corporate priorities by ensuring that pupils are adequately accommodated until permanent accommodation is made available.

2.2 The Executive Lead Member for Children's Services (Education) on 24 July 2008 recommended to the Executive Member (Policy and Resources) that planning consent be given until August 2013 for a double temporary classroom to be sited at the Forest Education Centre, Dibden Purlieu and Cove School, Farnborough.

2.3 Forest Education Centre, Dibden

2.3.1 This Education Centre occupies a site in Cabot Drive, Dibden Purlieu and all the accommodation is provided using temporary units. There is currently a shortfall in accommodation especially for the KS2 pupils and a double temporary classroom is required to provide the requisite amount of accommodation for the centre.

2.3.2 It is recommended that a double temporary classroom be placed on site to alleviate the space pressure and this would remain on site until such time that the Education Centre can be moved into permanent accommodation.

    1.4 Cove School, Farnborough

2.4.1 The school has a capacity of 1,000 places with 1,017 on roll. Included in the calculation of the school's capacity were two classrooms in a HORSA building whose condition had deteriorated to such an extent it became unusable for teaching. The building has been demolished and a double temporary classroom is needed to provide the much needed teaching space at the school to replace that lost. The intention is that this double temporary classroom is located on the footprint of the HORSA building.

2.4.2 It is recommended that a double temporary classroom be placed on site until August 2013.

3) Other options considered and rejected:

3.1 Option 1: Not to provide temporary accommodation - this is not feasible given the forecast number of pupils on roll at both schools.

4) Conflicts of Interest:

4.1. Conflicts of interest declared by the decision-maker:

    None

4.2. Conflicts of interest declared by other Executive Members consulted:

    None

5) Dispensation granted by the Standards Committee:

    None

6) Any reasons for the matter being dealt with if urgent :

    None
