1) Summary

    The following decisions are proposed:

 

    1.1. That Hampshire County Council indicates that it no longer intends to pursue the Totton Link Road proposal.

 

    1.2. That New Forest District Council be informed of this decision and advised to review the associated land safeguardings.

 

    1.3. That any land held by Hampshire County Council for the purposes of implementing the scheme be declared surplus to transport needs.

 

2) Reasons for the decision

    2.1. The Totton Link Road is a long standing proposal. The current policy outlining the details of the scheme is set out in the Totton Urban Design Framework (UDF) in 2003, which is Supplementary Planning Guidance to the New Forest Local Plan. The safeguarding for the land is contained in the Local Plan.

    2.2. Work subsequent to the adoption of the UDF has shown that the scheme cannot realistically be expected to come forward in the foreseeable future. Therefore, in accordance with national planning guidance and to avoid possible blight implications, it is recommended that the County Council indicates that it no longer intends to pursue the scheme.

    2.3. Work has commenced assessing a range of alternative options to reduce traffic levels in the centre of Totton.

 

3) Other options considered and rejected:

 

    3.1. Option 1: The continuing development of the link road proposal was considered and rejected because it conflicts with national and local transport policies.

    a) Risk Assessment: Retaining the scheme and associated land safeguardings would leave the Council vulnerable to possible future blight claims
