1) Summary

    The following decisions are proposed:

 

    1.1. That the Trade Waste Controls Permit Scheme be amended to enable owners of commercial type vehicles to apply for a permit to enter a household waste recycling centre to deposit their own household waste.

    1.2. That each permit allow for a maximum of 12 visits per annum and that once the permit has expired the householder should apply for an additional permit, which will not unreasonably be declined.

    1.3. That the acceptable period for short-term hire agreements not requiring a permit be reduced from seven days to two to three days with officer discretion to extend under special circumstances.

    1.4. That these amendments be introduced from 1 October 2008, coinciding with the introduction of winter opening hours.

 

2) Reasons for the decision

    2.1. To modify the policy so that genuine householders with both a commercial vehicle, and a second non commercial vehicle can also use the former through a permit, and simultaneously simplify and streamline the existing permit application system

    2.2. To remove a potential loophole regarding the period under which commercial vehicles leased on a short-term hire agreement do not require a permit.

    2.3. So that following an awareness campaign and the updating of the relevant promotional literature the amended permit scheme can be implemented along with the change to winter opening hours from 1 October 2008.

 

3) Other options considered and rejected:

 

    3.1. Option 1: No Change

    a) Risk Assessment: Having identified a reasonable householder request which can be addressed through the permit scheme, dissatisfaction would continue if the scheme modifications were not made.

 

    3.2 Option 2: Limited permit for two vehicle households

    a) Risk Assessment: Inequitable when compared to service available to owners of trailers and would require a more complex twin-streamed application process.

    3.3 Option 3: Only accepting recyclable materials in commercial vehicles

    a) Risk Assessment: Difficult to enforce on sites, could lead to contamination of recyclable materials and possibly to allowing traders back on to sites.

 

    3.4 Option 4: Exclusion of sign written vans

    a) Risk Assessment: Would be hard to enforce on sites, would be confusing to the public and could result in the discrimination of another section of site users, ie those whose only vehicle, for which they would currently have a permit, is a sign written commercial type vehicle.
