Budget Monitoring Report 1st Quarter 2008/09: building works at Southsea Fire Station

1.1

Owing to there being insufficient business, the July meeting of the Finance and General Purposes Committee was cancelled. However, the regular budget monitoring report was circulated to members of the Committee and is attached for the information of all Members of the Authority (see appendix 1).

1.2

In the section on the Capital Programme reference is made (see paragraphs 7.7 to 7.10) of the need to undertake as a matter of urgency works at Southsea Fire Station and that the latest position would be reported at this meeting of the Authority.

1.3

Tenders have been received for the main and primary element of the works and the lowest was received from Nolan Davis Contracting Ltd in the sum £233,170. This is well within the original budget estimate for the works. Negotiations are currently taking place with the contractor for some additional works that would enable more logical efficient use to be made of current recreational space as office accommodation. It is anticipated that by carrying out these works at the same time as the main works there is potential to obtain much better value for money.

While the cost of the main element of the works, and the higher than expected overall cost of works undertaken at Andover, Winchester and Havant Fire Stations (see paragraphs 7.2 and 7.3 of the report) can be met from the £500,000 Capital Payments Reserve established for 2008/9; it may be necessary to utilise other non-pay budgets and/or marginally increase borrowing to fund any shortfall in capital funding.

2.1

That the Authority notes the Budget Monitoring Report for the 1st Quarter 2008/09 previously issued to members of the Finance and General Purposes Committee.

2.2

That the Authority endorses acceptance of the lowest tender from Nolan Davis Contracting Limited to carry out essential and urgent works at Southsea Fire Station; and notes that negotiations are continuing with the contractor in respect of additional works to improve the utilisation of accommodation at the Station.

2.3

That the Treasurer and Chief Officer report back to the next meeting of the Finance and General Purposes Committee on the outcome of negotiations in respect of the additional works and on how the total costs of the improvement works at Cosham and Southsea Fire Stations will be funded.
