RETIREMENT OF THE DEPUTY CHIEF CONSTABLE

The Deputy Chief Constable, Ian Readhead, retired on 7 September 2008 after 37 years with Hampshire Constabulary having joined the Constabulary as a cadet in 1971. Members paid warm tribute to Mr Readhead's commitment to the Constabulary commenting particularly on his enthusiasm, dedication, passion and integrity. Praise was given for his sound advice to the Authority and his ability to deal with difficult situations and sensitive matters. Members commented on how well Mr Readhead was regarded by the other ranks within Hampshire Constabulary. On behalf of the Authority, the Chair wished Mr Readhead a long and happy retirement.

The Chief Constable endorsed the Authority's comments and also paid tribute to the outstanding service given to Hampshire Constabulary by Mr Readhead. The Chief Constable also referred to Mr Readhead's service with Voluntary Service Overseas in the Falkland Islands and commented that Mr Readhead had served his entire career with Hampshire Constabulary which was unique nationally.

POLICE HEADQUARTERS NEW BUILDING

The Authority received confirmation that the purchase of Alpha Park, Chandlers Ford as the new site of Police Headquarters had been completed on 10 July 2008.

The Authority was advised of the arrangements being made to establish a new Programme Board and to approve governance arrangements to run the various phases of development which will be required to make the accommodation on this site fit for the uses proposed. Business cases will be developed and submitted to the Authority for approval for each phase of development.

ROMANIAN BI-LATERAL PROJECT FOR EMERGENCY MANAGEMENT

The Authority has received a report on the bi-lateral project between Hampshire Constabulary and Arges County in Romania for Emergency Management.

This project is a British Government initiative to develop capability regionally by taking good practice to Romania and also involves both Hampshire Fire and Rescue Service and Hampshire County Council's Emergency Planning team using funding provided by private finance and the European Community. The key aim of the project is to develop a regional emergency management infrastructure in Romania which can be rolled out on a national basis.

A project initiation document provides full details of the aims and objectives plus an estimated time line of delivery in four phases - research and orientation, implementation, training and exercising and review. It is anticipated that the project will continue until 2011 with phase 1 already delivered.
