2 DECLARATIONS OF INTEREST
All Members who believe they have a personal or a personal prejudicial interest in any matter to be considered at the meeting must declare their personal interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed, save for exercising any right to speak in accordance with paragraph 12 of the Code. The declaration should be made at the time of the relevant debate.

5 TRADE WASTE CONTROLS - PROGRESS WITH IMPLEMENTATION
To consider a report by the Director of Environment on controls introduced in March 2008.
6 HAMPSHIRE MATERIAL RESOURCES STRATEGY
To receive a presentation by the Environment Department.
7 GETTING READY FOR DISPLAY ENERGY CERTIFICATES
To consider a briefing note on the implications of the introduction of display energy certificates across the County Council's built estate.
8 VEHICLES IN THE COUNTRYSIDE
The Director of Recreation and Heritage to report on progress with, and impact of, the Vehicles in the Countryside policy agreed in November 2007.
PART 3 - WORK PROGRAMME
9 UPDATES ON COMPLETED SCRUTINY REVIEWS
The Chairman to update the Committee on progress with monitoring outcomes on the following:
(a) Lyndhurst By-Pass
(b) State of Hampshire Roads
The Executive Member and Officers to report on progress with implementing recommendations in relation to:
(c) Transport in the Community
With specific reference to recommendations B and C below:
B That progress made on reviewing the bus subsidy mechanism is reported by the HCC Passenger Transport Group to the July, 2008 Environment and Transportation Select Committee meeting.
C That the HCC Passenger Transport Group report to the Environment and Transportation Select Committee on progress with increasing competition for bus tenders through smaller tender areas six months after the publication of this report.
9 UPDATE ON CURRENT SCRUTINY REVIEW
The Chairman to update the Committee on progress with scoping:
Road Infrastructure and Population growth.
10 LEAD SCRUTINEERS
To consider a briefing note on the potential role of lead scrutineer and to consider whether to proceed with this initiative.
11 FORWARD LOOKING WORK PROGRAMME
To receive the updated work programme for the Committee.
