1) Purpose of Report:

    1.1. The purpose of this report is to provide an interim review of progress on procurement arrangements for the County Council's building construction work for the current financial year.

2) Contextual Issues:

    2.1. The report to the Panel on 2 April 2008 set out the current procurement model and strategy for building construction work. The model comprised a range of framework and term contract arrangements for both professional services and construction work to provide collaborative procurement arrangements to sit alongside traditional competitive tendering.

    2.2. The model included a number of new initiatives to be implemented over the current financial year and beyond, which were approved by the Executive Member for Policy and Resources at his meeting of 9 April 2008. A number of further proposals were approved at the meeting on 23 July 2008.

    2.3. This report provides an update on the key procurement initiatives.

3) Framework Arrangements

    3.1. County Council projects with a total value in excess of £45m have so far been identified for procurement through the Tier 1, 2 and 3 framework arrangements established by the Council on behalf of Improvement and Efficiency South East (IESE). These schemes are identified in Appendix 1.

    3.2. In addition a number major schemes are still being completed under the previous Hampshire Framework for Major Schemes and Programmes of Work. These schemes are identified in Appendix 2.

4) Best value procurement

    4.1. A schedule of other projects procured through best value arrangements since April 2008 is provided at Appendix 3.

5) Hard Landscaping

    5.1. Tenders for the hard landscaping framework have been received and are currently being evaluated. It is anticipated that between 3 and 5 contractors will be appointed to the framework in October 2008. The names of the successful contractors will be reported to a future Panel meeting.

6) Repair and Redecoration Framework

    6.1. A Contract Notice for the procurement of a framework for external and internal decorations and associated repairs was published in the Official Journal of the European Journal (OJEU) in July 2008. 33 expressions of interest were received in early September and are now being evaluated. The framework comprises 2 lots: Lot 1 for individual projects and programmes of work over £200,000 and Lot 2 for individual projects and programmes for work less than £250,000.

    6.2. The framework is scheduled to commence from March 2009 and will be for a period of 3 years with the option to extend for a further year, with an estimated value of £3,900,000 per annum. It is anticipated that between 3 and 6 contractors will be appointed for each Lot.

7) Castle Complex Maintenance Contract

    7.1. Further to the previous update to the Panel given on 14 July 2008, the project team has now completed the tender evaluation for the Castle Complex maintenance contract. The tender evaluation has been on a "Best Value" basis, against set criteria with a split of 60% against `management and ability' and 40% against commercial aspects.

    7.2. The preferred contractor has now been identified. Formal contract award will follow the successful conclusion of the standstill period required under the Public Procurement Regulations.

8) Reactive Building Maintenance Contracts

    8.1. Following receipt and evaluation of 32 pre-qualification submissions for the proposed reactive maintenance term contracts, 11 contractors have been short listed for the tender stage. Tenders were invited in September 2008 with the intention that contracts will be established in early 2009.

9) Professional Services - Consultant Frameworks

    9.1. The renewal of consultancy arrangements for Property Services is currently progressing well, as summarised in the table below:

    9.2. The names of the successful consultants will be reported to a future Panel meeting, once contract award has been finalised.

10) Improvement and Efficiency South East

    10.1. Improvement and Efficiency South East (IESE) has recently secured two commissions to undertake the scoping and feasibility stages for new headquarters buildings for Hampshire Constabulary and Wealden District Council respectively. For each project, the work is being carried out by teams comprising Hampshire County Council design, engineering and estates staff, and MACE, the latter as part of the trial strategic partnership. In each instance, MACE is directly appointed to the client.

    10.2. The Hampshire Constabulary proposed HQ will be sited in Chandlers Ford and is based on the refurbishment of an existing facility to office accommodation and other uses that potentially include vehicle workshops and archiving. The Wealden District Council scheme is for a new-build HQ facility in Hailsham that will replace the Council's two civic offices currently located in Crowborough and Hailsham.

    10.3. Milton Keynes Council have requested IESE support to undertake a health check of new management arrangements which have been in place for delivery of their schools programme. As the workstream lead Hampshire County Council will undertake this review and the findings will inform the formal ratification of the arrangements. The review will include a complete review of the governance, processes and roles and responsibilities. It will be concluded via a formal Gateway review process. This work will be fully funded by IESE.

11) Conclusions:

    11.1. Good progress is being made on the key procurement initiatives approved by the Executive Member for Policy and Resources in April 2008.

    11.2. Comparison of the recent tenders with current costs for the same services indicates that value for money is being achieved through these procurement arrangements while enabling a collaborative approach which has been demonstrated to deliver a range of benefits in terms of improved time and cost certainty and better performance.
