1) Summary |
The following decision(s) are sought: |
1.1. a strategy for improving nursery education for children with special educational needs outlined in the report was agreed. This has the aim of providing more consistency across the county and includes developing new inclusive specialist SEN provision in `Early Years SEN hub centres' involving non-maintained pre-schools based in or linked to some Hampshire Children's Centres |
1.2. the model for specialist SEN nursery provision in non-maintained pre-schools outlined in Appendices A and B was agreed. |
2) Reasons for the decision |
2.1. There are Early Years SEN hub centres in six areas of the county and it is felt that ideally there is a need for one in each of the 11 districts of the county. This will ensure a more consistent range of provision across the county increasing equality of access. |
2.2. The Children's Centre programme provides an opportunity to address this, working in partnership with the non-maintained sector. |
3) Other options considered and rejected: |
The only other option is to continue with current provision but, as the aim of the proposal is to improve consistency of provision across the county, this option was rejected. |
