EXECUTIVE SUMMARY

1) Summary:

    1.1. The following scholarship awards are recommended based on the provisions of the Evelyn Mace Trust and Scholarship.

2) Financial position:

    2.1. The Trust's annual income is approximately £6,500. The terms of the Trust are set out in Appendix C. Having taken account of funds already committed by awards made in previous years there is up to £4,000 available to spend on new awards in the academic year 2008/2009, as a result of income carried forward from previous years. Having regard to the longer term capacity of the trust and previous award levels, recommendations totalling £3,600 are made in Appendix D.

3) Recommendations:

    3.1. That scholarships be awarded to the individuals in the amounts shown in Appendix D .

Race and Equality Impact Assessment

Race and equality impact assessment has been considered in the development of this report and no adverse impact has been identified.

Crime prevention issues

The County council has a legal obligation under Section 17 of the Crime and Disorder Act 1998 to consider the impact of all the decisions it makes on the prevention of crime. The proposals in this report have no impact on the prevention of crime.

Evelyn Mace Educational Trust and Scholarship

Background information and terms of the Trust

In 1999, the Mace Educational Trust was established following a bequest received by the County Council from Mrs Evelyn Mace, a former head teacher and Winchester School Governor. The net yearly income of the trust is to be applied by the County Council for the advancement of education through the award of scholarships, bursaries or similar financial assistance to students under the age of 25 years resident in Hampshire.

The Charities Panel and the Community and Conservation Committee agreed that the most efficient way of using the Trust would be to establish two types of annual scholarship.

· Evelyn Mace Drama Scholarships for students due to start a drama or poetry course of Higher Education

· Evelyn Mace Scholarships to be made to students in, or formerly in the care of Hampshire County Council in order for them to pursue a course of Higher Education
