1) Summary

The following decisions were made:

1.1. That the interim management arrangements for Property, Business and Regulatory Services (PBRS) agreed by the Executive Member for Policy and Resources on 7 December 2007, and implemented from 18 December 2007 be extended for a further 12 months

1.2. That following the appointment of the new Director of Adult Services approval be given to the appointment of an Acting Deputy Director (Partnerships and Commissions), as indicated in the confidential report for a two year period with effect from 1 December 2008, and the creation of two one year secondment positions for Assistant Director (Older People and Physical disabilities) and (Integrated Learning Disability and Mental Health).

1.3. That the Chief Executive, in consultation with the Leader and relevant Executive Member(s) be authorised to make any further consequential changes to maintain operations, subject to a further report to Employment in Hampshire County Council (EHCC).

2) Reasons for the decision

These are the reasons for this decision being made, including any links to the corporate strategy.

2.1. To maintain appropriate management arrangements within PBRS following the unsuccessful recruitment of a Director of Corporate Services.

2.2. To provide suitable management arrangements within Adult Services following the recent internal appointment to the Director of Adult Services post.

3.1. In order to maintain continuity of the existing arrangements no other options have been considered.

The failure to recruit a Director of Corporate Services means that to maintain operational management capacity in PBRS the existing arrangements previously approved be extended, and to recognise the appointment of the new Director of Adult Services and the need for further support by filling the former deputy post.
