Subject: South Hampshire Agreement - Transport Memorandum of Understanding

Purpose of the Report

The Joint Committee has previously considered reports on the development of a Multi Area Agreement (MAA) with Government, including Transport as a key element. Officers have now developed, jointly with the Department for Transport (DfT), Government Office of the South East (GOSE) and the Highways Agency (HA), an MoU covering highway matters.

This report seeks approval of the MoU for Highways.

Recommendation

1. That the Memorandum of Understanding for Highways, as part of the South Hampshire Multi Area Agreement, be approved.

Introduction

    1. At its meeting on 15 July, the Joint Committee noted the submission of the South Hampshire Agreement and in particular the transport element.

    2. Since the meeting officers have been working with officials from DfT, GOSE and the Highways Agency to develop an MoU.

The Memorandum of Understanding

    3. The MoU is attached as an appendix to this report (final draft at present, it is being slightly amended by GOSE and a final version will be available in advance of 17 October).

    4. The MoU is largely about commitment to good practice and co-operation to work together rather than radical new working arrangements. Enforcement will be informal and monitoring will be through the Transport for South Hampshire Strategy Group.

    5. The document sets out the parties involved, the roles and relationships of the parties, summary principles, covers spatial planning and transport planning, the operation of the national and local highway network, the evidence base and the cross Government approach.

    6. The MoU will be considered and monitored on a quarterly basis at TfSH Strategy Group meetings and will be reviewed annually at a special MoU review meeting.

    7. Members are asked to approve the MoU as confirmation of sound understanding and good working principles between the parties involved.
