Subject: Modelling, Evidence Base

1. Summary

1.1 The following decisions are sought:

        (i) that data collection for work to develop the evidence base required to assess the transport impacts of proposed major development sites in South Hampshire be prioritised within the available resources earmarked in the 2008/9 budget to support the full assessment of such proposals, and identify transport infrastructure requirements.

        (ii) that a partnership approach, including sharing of appropriate data, with other public and private sector organisations to minimise duplication of work be approved.

2. Reason

2.1 At its April meeting the Joint Committee gave approval in principle to the progress on assessing the data and analysis tools needed to provide a robust evidence base, so that both the Transport for South Hampshire strategy and schemes emanating from it can receive Government support.

2.2 Since that meeting more information has been forthcoming concerning work commissioned by the Department for Transport to look at the engineering feasibility of measures on the motorways such as active traffic management and hard shoulder running. In addition work by the private sector in relation to the Strategic Development Areas is moving forward, offering synergies in terms of both data collection and transport modelling work potentially beneficial to all parties.

2.3 This report summarises the current position and seeks approval to proceed with development of the necessary evidence base, and to work in partnership with relevant public and private sector organisations to take advantage of natural synergies.
