1) Summary

    1.1 The following decision is proposed:

 

    That the current Nursing Care block contracts currently placed with 3 separate providers, be extended to 31 July 2009, at the end of the current contract periods:-

    · Two contracts with an expiry date of 31 March 2009

    · One contract with an expiry date of 14 November 2008

    All new contracts to be for two years

    1.2 This report is not for publication as it contains exempt information within Paragraph [3] of Part 1 of Schedule 12A to the Local Government Act 1972, being information relating to the financial or business affairs of any particular person. Further, it is considered that, in all the circumstances, the public interest in maintaining this exemption outweighs the public interest in disclosing this information. While there may be a public interest in disclosing this information, namely promoting accountability in decision making on public expenditure, it is felt that, on balance, this is outweighed by other factors in favour of maintaining the exemption, namely the commercially sensitive nature of tendering and the need to ensure the confidentiality of bids in order to achieve best value.

2) Reasons for the decision

    2.1. The extension and tendering process will enable a review of the current respite arrangements, which will inform and shape the commissioning plans of the Department. It will also establish a developmental relationship with providers in the way that services can be delivered to meet the outcomes and aspirations of service users.

    2.2. This report supports the Corporate Strategy priorities of Hampshire County Council, Maximising Well-Being, Safer and More Secure for All and Enhancing our Quality of Place, by providing access to a range of respite options based on the principles of personalisation.

    No options were considered viable because they will need to have interim measures in place whilst the review of the block contracting arrangements is being carried out.
