EXECUTIVE SUMMARY
1) Summary of Decision Area:
1.1. This report seeks approval for changes affecting the representation on the Pension Fund Panel for the unitary authorities and employees.
2) Issues Covered in Report:
2.1. The report deals with the necessary changes.
3) Recommendations:
It is recommended that:
3.1. the appointment until 30 September 2010 of Councillor Donna Jones of Portsmouth City Council as the representative of the unitary authorities on the Pension Fund Panel to replace Councillor Jeremy Moulton of Southampton City Council be confirmed.
3.2. the nomination of Councillor Jeremy Moulton as the deputy for the representative of the unitary authorities on the Pension Fund Panel be accepted (this will be subject to Councillor Moulton's nomination being confirmed by Southampton City Council's Cabinet on 24 November 2008).
3.3. the remainder of the report be noted.
MAIN REPORT
1) Purpose of the Report:
1.1. This report outlines changes affecting the representation on the Pension Fund Panel for the unitary authorities and employees.
2) Representative of the unitary authorities
2.1. In line with the arrangement to alternate the unitary authorities' representative between Portsmouth and Southampton City Councils every two years, Councillor Jeremy Moulton stepped down as the Southampton City Council representative on 30 September 2008.
2.2. He was due to be replaced by the deputy representative, Councillor Steve Wemyss of Portsmouth City Council. Councillor Wemyss has asked to be relieved of the appointment because of other duties with Portsmouth City Council. The City Council has nominated Councillor Donna Jones, instead, to take on the role until 30 September 2010.
2.3. It is suggested that the Panel invite Councillor Moulton to act as the deputy representative until 30 September 2010.
3) Employee representative
3.1. On 2 May 2008, the Panel agreed to the appointment of Julie Murdoch as the deputy for the employee representative, Phillip Reynolds, on the Pension Fund Panel.
3.2. However, Julie Murdoch has since secured employment as a full-time officer with UNISON which means that she is no longer able to fulfil this role.
3.3. The unions will in due course nominate a replacement deputy to attend the Panel's meetings if Mr Reynolds were to be absent.
4) Training
4.1. Full training opportunities will be provided as appropriate for the new representatives, as well as existing Panel members.
4.2. Three Panel members attended the Local Government Chronicle's Investment Summit 2008 in early September 2008 which was held in Newport, Gwent. Two Panel members attended the Local Government Pension Scheme Trustees' Conference which was held in Cardiff last month.
