1) Summary |
The following decision was made: |
1.1. That approval be given to tender a framework contract to facilitate supply of geotechnical services for site investigation works to sites in and around Hampshire for the period 2009-13. |
2) Reasons for the decision |
2.1. The County Council has a duty to maintain and improve highway infrastructure within Hampshire in a safe and effective manner. In execution of this duty, design of improvement and maintenance projects rely upon site investigation of ground conditions and other data in order to provide effective solutions. |
2.2. The County Council also has a duty to maintain and improve its estate including schools and other public buildings. Appropriate design solutions in execution of this duty requires effective and efficient site investigation services in order to support design solutions. |
2.3. The existing framework contract for geotechnical services expires on 31 March 2009. |
2.4. The decision will enhance delivery of highway infrastructure and other projects within Hampshire by improving design solutions, producing accurate design information and assist with effective management of construction projects. |
3) Other options considered and rejected: |
3.1. Option 1: |
| `In house' delivery of geotechnical site investigation services. The number of sites requiring investigation and level of tests will vary according to future construction programmes. By having a number of selected external geotechnical specialists, the Council can obtain resources at short notice without any guarantee or commitment of future workload. |
3.2. Option 2: |
| Single source supplier. The extent of site investigation services can vary, with some suppliers providing particular expertise or equipment. Use of a framework will allow a selected number of suppliers to be engaged together with respective support. It is doubtful if one supplier could deliver all of the wide range of services without recourse to sub-contracting and consequential additional costs. |
