1) Summary |
The following decision was made: |
1.1. That the Project Appraisal for the construction of Accessibility and Environmental Improvements in Salisbury Road/Water Lane, Totton, at an estimated cost of £688,000 including £628,000 external funding, be approved. |
2) Reasons for the decision |
2.1. In April 2003 an Urban Design Framework (UDF) was adopted for Totton. The vision outlined for Totton included raising the quality of the environment, reducing the dominance of the motor vehicle by reallocating road space to significantly improve the pedestrian facilities and, where possible, removing through traffic to encourage increased footfall along retail frontages to promote the local shopping facilities and enhance the local economy. This scheme concentrates on the Salisbury Road/Water Lane triangle area which is one of the key areas identified in the UDF. |
3) Other options considered and rejected: |
3.1. Option 1: Given the long standing commitment to deliver improvements in the Totton town centre area, various design options were presented for consultation; this final version being the one selected. |
a) Risk Assessment: Options for the use of high quality natural materials were considered in Totton, but rejected due to cost. |
4) Conflicts of Interest: |
4.1. Conflicts of interest declared by the decision-maker: |
None |
4.2. Conflicts of interest declared by other Executive Members consulted: |
None |
5) Dispensation granted by the Standards Committee: |
None |
6) Any reasons for the matter being dealt with if urgent : |
Non None |
