EXECUTIVE SUMMARY

1) Summary of Decision Area:

1.1. This report presents details of applications received for Arts Activity and Business Partnership funding for the financial year 2009/10.

2) Issues Covered in Report:

2.1. Prospective grant applicants are applying to this Decision Day for activities occurring in 2009/10, thus enabling them to plan ahead with some certainty over their funding position and to ensure that Hampshire County Council funding is credited in advance in their publicity.

2.2. The current process of issuing 2 rounds of grant funding each year at 6 monthly intervals, with deadlines of September for April - March and March for September - March has improved the old grants awards process by getting organisations to plan ahead. However, we have found some smaller organisations requiring funding for summer projects have found it too difficult to organise this far ahead. In response to the community we would recommend that henceforward the second round of grants be for events June - March rather than September - March.

2.3. It is also recommend that criteria for applications be altered as follows;

      a) The 2-4-1 Business Partnership Scheme currently allows organisations to apply for up to 2 x £500 of match funding per financial year. We believe this should be changed to allow up to 3 applications per year to increase the impact and profile of the scheme.

      b) To alter the Arts Activity application form to take into account any Business Partnership applications rather than having a separate form, unless the application is after the event.

      c) That an application with an email signature be accepted as long as a hard copy reference with a signature is submitted by the deadline.

      d) That the current conditions form completed by organisations be amended to give clearer information for the payment of grants and greater weighting to the Publicity Conditions alongside the Financial Conditions.

      e) That any HCC organisations including schools be allowed to apply for Arts Activity and Business Partnership funding as long as the activity can be shown to be in addition to any curriculum work normally undertaken and delivers added value that the school or site could not otherwise deliver.

      Currently schools can only apply for out of hours activity which has a wider community benefit.

MAIN REPORT

1) Purpose of the Report:

    1.1. To recommend approving applications for 2009/10 Arts Activity and Business Partnership funding.

    1.2. There are 2 Rounds of applications in each financial year. This reports is for applications made in Round 1 for 2009/10.

    1.3. 18 Arts Activity and 2 Business Partnership applications have been received in this Round.

2) Background / Contextual Information:

    2.1. Applications from Arts Activity Grants fall into the following categories; Professional Arts Organisations, Festivals - promoted by community and professional organisations and Community Activity. Business Partnership operates on a 2-4-1 match funding basis.

    2.2. Applications this year break down as 6 Festivals, 7 Community, 5 Professional organisations and 2 Business Partnership.

3) Budget Position:

      4.1 The initial base budget for 2009/10 is £85,000. This sum is derived from the budget allocation from previous years. It is expected that funding will be available for the recommended awards, but final allocation will be conditional until the budget is confirmed.

4.2 It should be noted that contribution towards festival funding is made by Economic Development in the sum of £10,000.

4) Criteria of Grant:

    4.1. All applications included in this report meet the criteria for Arts Activity Grants as outlined in Integral Appendix B.

5) Other Considerations:

5.1. Impact Assessment: No groups or organisations should be excluded from any benefit arising from these decisions. A new application procedure has been introduced, this procedure does include equalities monitoring information as

      agreed as part of the corporate review of grants programmes and procedures.

5.2. Legal Implications: The County Council is able to utilise broad powers under the Local Government Act 1972 to provide financial support for the arts. In particular, Section 145 of the Act enables the Council to contribute towards the expenses of doing anything necessary or expedient for any of a number of purposes, including the provision of entertainment of any nature, or the provision of a theatre, concert hall, dance hall or other premises suitable for entertainment. The powers include the ability to contribute towards the development and improvement of the knowledge, understanding and practice of the arts.
