EXECUTIVE SUMMARY
1) Summary of Decision Area:
1.1. The report makes a recommendation in respect of the allocation of an element of the Community Strategy budget for the purposes of funding activities to promote community safety.
2) Recommendation:
2.1. To delegate £50,000 from the current Community Strategy budget to the Deputy Leader for the purposes of funding activities which support community safety.
MAIN REPORT
1) Purpose of the Report:
1.1. To make a recommendation in respect of allocating an element of the Community Strategy budget for the purposes of funding activities which promote community safety.
2) Contextual Information:
2.1. A budget has been established to support the development of Local Strategic Partnerships (LSPs) and to pump prime activity which supports the development and delivery of community strategies across Hampshire. The budget is £229,300 in 2008/09. Each of the 11 LSP's are able to bid for funding from this budget to support their development and work at a district level. The budget is also available for the development and implementation of the Hampshire Sustainable Community Strategy and related strategic initiatives.
2.2. In recent years this budget has funded a range of strategic community safety initiatives. Following a re-organisation of Executive Member responsibilities, and the establishment of the County Strategy group for Crime and Disorder, led by the County Council and chaired by the Deputy Leader, it has been proposed to ring-fence £50,000 of the Community Strategy budget to enable the County Council to provide a flexible resource to fund initiatives in support community safety.
2.3. This is in addition to the County Council's mainstream service contributions to community safety and to the Safe and Strong Communities element of the Area Based Grant which is subject to a new commissioning strategy led by the County Strategy Group for Crime and Disorder and approved by the Cabinet of the County Council.
2.4. It is proposed that decisions in relation to the proposed £50,000 element of the Community Strategy budget be taken by the Deputy Leader.
