1) Summary

The following decisions were made:

1.1. That the land at Quay Street be transferred to Tesco subject to completion of the junction improvement scheme at the Quay Street Roundabout.

1.2. That the Acting Director of Property Business and Regulatory Services (Interim Head of Estates) be authorised to settle detail terms and conditions of the transfer in accordance with the exempt report.

2) Reasons for the decision

2.1. This decision is being sought in order to obtain best value for the County Council, in terms of achieving the aims of the Local Transport Plan (LTP) in improving the Quay Street Roundabout along with the A32 corridor access into Gosport, in addition to sufficiently mitigating the impact of the development on the network.

3) Other options considered and rejected:

3.1. Option 1: Not to dispose of the land to Tesco

a) The County Council could choose not to dispose of the land at Quay Street to Tesco. The implications of this option are outlined in paragraph 5.1. of the main report.

3.2. Option 2: To require Tesco to purchase the land

a) The County Council could require Tesco to purchase, at current land values, the land it requires to develop its site. The implications of this option are outlined in paragraph 5.2. of the main report.
