2 DECLARATIONS OF INTEREST
All Members who believe they have a personal or a prejudicial interest in any matter to be considered at the meeting must declare their personal interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the Fire Authority's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed, save for exercising any right to speak in accordance with Paragraph 12 of the Code. The declaration should be made at the time of the relevant debate.

6 CHAIRMAN'S COMMUNICATIONS
As part of Chairman's Communications the Chairman will make a presentation to Watch Manager (RDS) Gary Sloan, Community Safety Advisor. Gary was successful in receiving an award within the Leadership Category at the 2008 Princes Trust Regional Awards.
7 ACTIVITY REPORT
To receive the Activity Report by the Chief Officer.
8 VACANCY ON FINANCE AND GENERAL PURPOSES COMMITTEE
To fill a Member vacancy on the Finance and General Purposes Committee in place of Councillor M. Heath who is no longer serving on the Fire Authority.
9 DRAFT BUDGET 2009/10
To consider the report of the Treasurer and Chief Officer on the draft budget 2009/10.
10 REGIONAL CONTROL CENTRE AND SOUTH-EAST REGIONAL LOCAL CONTROLLED COMPANY
To receive a presentation by Alan House, Director of Strategic Projects and Specialist Response on recent developments regarding this item.
11 HAMPSHIRE FIRE AND RESCUE SERVICE PLAN - PROGRESS REPORT ON CONSULTATION
To receive the report on of the Chief Officer about the feedback from consultation with stakeholders on the proposed corporate objectives for the Hampshire Fire and Rescue Service Plan 2009 to 2012.
12 DISPOSAL OF WINCHESTER FIRE STATION AND 60 NORTH WALLS, WINCHESTER
To consider the report of the Chief Officer about the disposal of the Winchester Fire Station and 60 North Walls, Winchester.
13 SOUTH EAST FIRE AND RESCUE SERVICES REGIONAL MANAGEMENT BOARD - UPDATE
To receive the report of the Chief Officer outlining the key issues arising from the South East Fire and Rescue Services' Regional Management Board meeting held on 8 October, 2008.
14 REVIEW OF THE EXISTING HFRA MEMBERS ALLOWANCES SCHEME
To consider the report of the Clerk which sets out the recommendations of the HFRA Independent Remuneration Panel meeting held on 10 November, 2008 in relation to the current HFRA Members' Allowances Scheme.

19 EXCLUSION OF PRESS AND PUBLIC
RECOMMENDATION:
That the press and public be excluded from the meeting during the following items of business, as it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during those items there would be disclosable to them of exempt information within Paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972, and further that, in all the circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing the information, for the reasons set out in the reports.
