AT A MEETING of the HARD TO REACH PEOPLE REVIEW GROUP of the CULTURE AND COMMUNITIES SELECT COMMITTEE held at The Castle, Winchester on 15 December, 2008

1. APOLOGIES FOR ABSENCE
It was reported that apologies for absence from the meeting had been received from Councillor Anne Edwards.
2. DECLARATIONS OF INTEREST
Members were mindful that, where they believed they had a personal or a personal prejudicial interest in any matter to be considered at the meeting, they should normally at the time of the debate declare their interest, and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed, save for exercising any right to speak in accordance with paragraph 12 of the Code. The declaration to be made at the time of the relevant debate.
No such interests were declared on this occasion
3. CHAIRMAN'S COMMUNICATIONS
The Chairman gave a brief introduction on the background to the review of Hard to Reach Groups. He and the Scrutiny Officer drew attention to the importance of improving the County Council's performance in the area of equalities, in response to adverse comments made by the Audit Commission. They stressed the importance of partnership working and the need for good communications between organisations, particularly in the field of data sharing.
4. TIMETABLE AND PROGRAMME FOR THE DAY
The Panel considered oral evidence from witnesses as set out in the programme and appendices attached to the papers. They then interviewed witnesses as follows:-
· Alex Burn, Older People's Well-Being Team, Chief Executive's Department.
· Councillor Yvonne Parker-Smith, Chairman of East Hampshire District Council's Social Justice Board.
· Steve Hamm, Assistant Chief Officer, Hampshire Fire and Rescue Service.
· Gareth Miller and Tricia Trott, Marketing Team, Recreation and Heritage.
· Stuart Baker - Transport Planning, Environment Department.
Members questioned the witnesses based on their oral and written submissions. The session was recorded and is stored securely as part of the public record.
