EXECUTIVE SUMMARY
1) Summary of Decision Area:
1.1. This report seeks approval to the design proposal for Park Gate Primary School.
2) Issues Covered in Report:
The following areas are outlined in this report:
2.1. Although funding for the project has already been approved this report outlines the estimated costs and sources of funding.
2.2. Any significant issues from either the Risk or Combined Impact Assessment which will need to have specific attention in the design or implementation of this project.
2.3. The detail of the proposed design is laid out for approval.
3) Recommendations:
3.1. That the Executive Lead Member for Children's Services (Education) approves the design for the proposed classroom extension at Park Gate Primary School at an estimated total cost of £503,000, excluding fees.
MAIN REPORT
1) Scope of Work:
1.1. It is proposed to extend the existing building to provide two new classrooms and associated support rooms.
2) Contextual Information:
2.1. Park Gate Primary School is located in a residential area at Northmore Road, Park Gate.
2.2. It is now proposed to provide two further permanent classrooms to replace a double temporary classroom that is currently used as teaching accommodation. No additional school places are provided. It is also proposed to carry out some internal refurbishment works.
2.3. The Acting Director of Property, Business and Regulatory Services has progressed the design of the proposed extension scheme at Park Gate Primary School and the purpose of this report is to outline and seek approval to the proposals.
2.4. The proposed scheme will maximise wellbeing and enhance the quality of place for all users of the School by providing permanent classroom accommodation to replace existing temporary classrooms, along with internal refurbishment works to existing classroom areas.

Please Note: The overall level of the revenue budget for funding schools will (from April 2006) be prescribed by central government, and capital projects have no bearing on the level of this budget. Therefore, this proposed project will have no bearing on the overall level of the Children's Services budget, extra costs and savings being met from the same overall schools' funding level.
b) Energy Costs:
The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for the school will be in the order of £1,027 per annum (£7.29 for each m² of new accommodation). The additional CO² consumption will be 5.4 tonnes per year.
4) Risk & Impact Issues:
Please see Appendix B for a summary of the risk and impact issues considered in relation to the design of this project.
5) Details of site and existing Infrastructure:
5.1. Park Gate Primary School is located in a residential area at Northmore Road, Park Gate and is bounded by housing. The total site area is 4.22 acres (1.71 hectares). The DCSF guideline for a school of this size is 4.44 acres (1.8 hectares).
5.2. The School is single-storey throughout and is composed of three distinct building types. The original school dates from the 1970s and is of typical system-build construction with a flat roof, metal framed windows and brickwork.
5.3. The original building was extended in 1995 with a contrasting, shallow pitched roof, linear building to form four new classrooms. This has subsequently been extended along the same line to form an ICT suite.
5.4. The main pedestrian and vehicular access is from Northmore Road. For the duration of the works the contractor will access the site via the main entrance. Once within the school boundaries, pupils and staff will be clearly separated from construction traffic and activities. Deliveries and movement of plant will be restricted during the school day to ensure the safety of all those involved
5.5. The double temporary classroom currently on site will be removed on completion of the proposed classroom extension scheme.
Scope of the Project:
5.6. The proposed classroom extension will be directly attached to the ICT Suite extension and hence the main school.
5.7. The scheme will provide two new classrooms and associated support rooms.
5.8. The existing accessible toilet will be relocated to facilitate access into the new building, with the provision of two new toilets within the classrooms.
6) The Proposed Building:
6.1. The extension will be of traditional steel frame construction, with external cavity brick walls to complement the existing buildings. The roof will be a high-performance aluminium system that will blend into that of the existing building. Windows and doors will be powder coated aluminium framed with double-glazing.
6.2. The extension will provide the following new accommodation:
· two classrooms
· two toilets
· relocated accessible toilet
· link corridor
· external storage
6.3. The internal refurbishment works include the reconfiguration of four existing classrooms to improve layout and acoustics. This will be achieved by forming full-height partitions between the current open plan spaces. This element of work is subject to school funding. The cost of this work is excluded from the cost plan and is subject to further funding from the school.
6.4. It is proposed to extend the existing heating system to serve the new areas. Natural ventilation will be used in the classroom areas, with mechanical ventilation in the toilet areas.
7) External Works:
7.1. The proposed extension will be located on an area of existing playground. It is therefore intended to provide a dedicated reception area play space, with integral canopy to provide shelter. This play area will be located to the east of the extension. Some paving and soft landscaping will be provided to integrate the new building into the existing.
7.2. No changes will be made to the existing parking provision. The proposed extension has been designed and located to have minimal environmental impact.
8) Building Management:
8.1. Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.
8.2. Funding for furniture and equipment is included within the budget.

RISK & COMBINED IMPACT ASSESSMENT:
Race and Equality Impact assessment
Race and equality impact assessment has been considered in the development of this report and no adverse impact has been identified.
Crime prevention issues
The County Council has a legal obligation under Section 17 of the Crime and Disorder Act 1998 to consider the impact of all the decisions it makes on the prevention of crime. The proposals in this report have no impact on the prevention of crime.
Fire risk assessment
In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.
Health and safety
A designer's risk assessment and a design health and safety plan, in accordance
with the Construction Design and Management Regulations 2007, have been undertaken for the proposed scheme.
Climate Change
The proposed extension replaces a 20 year old temporary building, with lightweight and inefficient insulation and building materials. The new extension will be built to the current building regulations and will therefore minimise overall energy input into the school.
The new building has been designed using thermal mass and passive ventilation, both of which will help to moderate temperature extremes, without increasing energy demands. The building has been designed with a canopy to the east and takes advantage of existing trees to the west to help minimise solar gains.
