1. Summary

1.1 This report seeks approval to the addition of funding to major capital projects, at pre contract stage, following the approval of the design project appraisal by the Executive Lead Member for Children's Services and the Executive Member for Policy and Resources.

1.2 Appendix 2 shows those capital projects for which an allocation has been made in the Children's Services Capital Programme and where the Acting Director of Property, Business and Regulatory Services is either, or will shortly be, progressing feasibility work for these projects.

1.3 The schemes within this report generally reflect the priorities in the Corporate Strategy by providing excellent school facilities which enhance the quality of place, providing safer and more accessible facilities and maximising well-being, thus benefiting all users of the premises.

2. Recommendations

2.1 That additional works and funding at the following schools are approved:

Aldworth Science College, Basingstoke

    Freegrounds Infant School, Hedge End

    Riverside Special School, Waterlooville

2.2 That the overall position of the major capital projects being undertaken by the Acting Director of Property, Business and Regulatory Services be approved.

3. Completed Schemes

3.1 Since the last meeting of the Executive Lead Member for Children's Services (Education), schemes at the following schools have been completed and the new accommodation handed over to the Children's Services Department. These schemes remain financially on target:

4. Additional Works and Funding Added Post Contract

      The following schemes have had further funding added to the contract for specific additional works.

4.1 Aldworth Science College, Basingstoke - the school has requested that refurbishment works to the Headteacher's office, together with various minor internal alteration works throughout the school, are carried out as part of the scheme and have contributed an additional £40,000 of devolved capital to cover the cost of the works.

4.2 Freegrounds Infant School, Hedge End - an allocation of £35,000 has been made from P&R Capital Repairs 2008/09 for emergency gas main works.

4.3 Riverside Special School, Waterlooville - the School made an additional contribution of £105,000 towards external works..

5. Additional Works and Funding added at Pre Contract Stage

5.1 Appendix 1 and 2 provides detailed information for all current capital projects at their varying stages. Included are those at pre contract stage, where additional funding has been added since the approval of the design project appraisal by the Executive Members' for Children's Services and Policy and Resources.

5.2 Additional funding has come from various sources including increased Children's Services Capital Programme allocations, and inflation and tolerance adjustments; additional school funding for specific additional requested works, and Policy and Resources budgets for additional Landlord maintenance items which can easily be included within the overall scheme.

6. Programme updates

6.1 Abbott's Ann Primary School - the land transfer to the County Council from the existing owner is still awaiting completion. The delays have been associated with identifying the Trustees responsible for the land and achieving appropriate authorisation to its transfer. Therefore, the anticipated start date of September 2008 has slipped to January 2009. It is now anticipated that completion will be during December 2009.

6.2 Crestwood College - it is now anticipated that this scheme will commence on site during January 2009 and be completed during July 2009.

6.3 Wyvern Technology College - planning issues have led to a delay in start on site and it is now anticipated that the works will commence during January 2009 and be completed during April 2009.

6.4 Shamblehurst Primary School, Hedge End - it was originally anticipated that the scheme would be completed during February 2009, however good progress has been made and it is now expected to be completed during December 2008.



7. Future Project Update

7.1 East New Forest Special School

      This major project is planned to provide a new replacement building in Totton for primary age children with special needs. It will be funded by Targeted Capital and Primary Capital Programme resources from the DCSF. One of the conditions of grant of the money is that planning approval is achieved by the 31March 2009. This is a tight deadline for such a major project (circa £12 million). In order to achieve this timescale successfully, the project is being progressed in advance of formal endorsement of the Project Appraisal in 2009. This report is to update the Executive Member on progress and actions taken to date. These are as follows:

      - Consultation with the Director of Environment (Planning Development Control), the Local Member, Members of Totton and Eling Town Council, New Forest District Council and adjoining local residents. These have gone positively and there is general support for the project, its siting on the current Forest Edge site in Totton and the provision of services, infrastructure and buildings on this relatively constrained site.

      - Feasibility study/briefing has been completed and outline design is well advanced. A full design team has been engaged and budget estimates prepared to assess the funds required to be set aside in the Children's Services Capital Programme.

      - Site investigations and measured surveys are complete and the selection of a principal contractor, though the IESE Regional Framework, has commenced.

      - Early work to identify and create mitigation strategies for a number of legal agreements associated with Highways and Southern Water is underway.

      - A draft Transport Statement and Travel Plan have been prepared as a requirement of the Planning Design Statement submission.

      This project represents a significant opportunity to provide much needed replacement facilities for Primary Phase Special Needs provision in the East New Forest Area. This forms part of the strategic re-organisation of primary provision in the area and demonstrates the County Council's continuing commitment to improve services. Previous projects completed include the refurbishment and extension to form Waterside Primary and the extension of Blackfield Junior to form a primary school.
