1) Summary:
The following decision(s) is proposed: that the Executive Member for Recreation, Heritage and Communities :
1.1. Supports the provision of the grant of £18,000 to Community Action Hampshire to provide a Village Hall Adviser post, as previously operated by that organisation, for a period of twelve months.
1.2. Agrees that a Service Level Agreement accompanies the grant which will ensure effective communications between Community Action Hampshire and the County Council and which provides for effective and proportionate performance reporting in terms of the utilisation of the grant.
1.3. Stipulates that after a period of nine months the arrangement will be reviewed within the context of the emerging Rural Delivery Strategy for the County Council, feedback from stakeholders, and the achievements identified by Community Action Hampshire.
1.4. Agrees that consideration of any ongoing relationship in this area of support will feed in to the wider Corporate Review of the County Council's longstanding and highly significant partnership arrangement with Community Action Hampshire.
2) Reasons for the decision:
These are the reasons for this decision being made, including any links to the corporate strategy:
2.1. Village halls play a very valuable role in supporting rural community life and as such this decision is directly related to maximising wellbeing and enhancing the quality of place in Hampshire.
2.2. Adjustments to central government funding have undermined this role and this decision provides a temporary grant to a key voluntary sector partner in advance of a wider review of support and advice needed in rural areas.

3.1. Option 1:
To allow the Village Hall Adviser role to collapse.
3.2. Option 2:
To look to another organisation to provide such support or to consider providing such advice in-house.
