1 APOLOGIES FOR ABSENCE

To receive any apologies for absence.

2 DECLARATIONS OF INTEREST

All Members who believe they have a personal or a personal prejudicial interest in any matter to be considered at the meeting must declare their personal interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed, save for exercising any right to speak in accordance with paragraph 12 of the code. The declaration should be made at the time of the relevant debate.

3 MINUTES

To confirm the Minutes of the meeting of the Committee held on 24 October, 2008.

4 CHAIRMAN'S COMMUNICATIONS

To receive any communications the Chairman may wish to make.

5 DEPUTATIONS

To receive any deputations notified under Standing Order 21.

6 MARINE DIRECTOR'S REPORT

To consider the report of the Director of Recreation and Heritage, dealing in particular with changes to the membership of the Committee.

7 RIVER HAMBLE BUDGET REPORT

To consider the report of the Director of Recreation and Heritage on the revised budget for 2008/09 and the forward budget for 2009/10.

8 COMMERCIAL AND CONSENT CHARGES

To consider the report of the Director of Recreation and Heritage on a revised charging regime for costs associated with commercial vessels, passengers landing on public jetties, harbour works consent and dredging within the River Hamble Harbour area.

9 ENVIRONMENTAL UPDATE

To consider the report of the Director of Recreation and Heritage on various issues affecting the environment of the river, notably dredging; the Marine Bill; the Marine and Fisheries Agency; Marine Archaeology, and oil spills response and training.

10 HARBOUR MASTER'S REPORT

To consider the report of the Director of the Director of Recreation and Heritage covering recent events and incidents on the river and including in particular the outcome of the recent audit under the Port Marine Safety Code.

11 DATE OF NEXT MEETING

To remind Members that the Committee's next meeting will be on 3 April, not 17 April as originally planned.
