1) Summary of Decision Area:
1.1. This report recommends the appointment of Mr David Jobson as the berth and mooring holders' representative on the River Hamble Harbour Management Committee.
2) Issues Covered in Report:
2.1. Following County Council approval to appoint an additional member of the River Hamble Harbour Management Committee to represent berth and mooring holders, applications were invited. Four applications were received, from Mr Colin Harvey, Revd Dr Peter Crick, Mr Clive Fish and Mr David Jobson.
2.2. A selection panel, consisting of Councillors Vicky Weston and Trevor Cartwright and chaired by Councillor Seán Woodward, was convened on 16 December and interviewed all four candidates. Mr David Jobson was selected unanimously and his appointment is now subject to ratification by the full Management Committee. An extract from his letter of application is at Appendix 1.
2.3. An additional member of the County Council, Councillor Colin Davidovitz, has also been appointed to the Management Committee.

Mr David Jobson - extract from letter of application
I have been sailing from the Hamble since 1982, when I kept a Squib on a Hamble River Sailing Club mooring. In that year I applied for a river mooring, which was granted in 1996. Today I keep a J109 on a pile mooring and my tender in a Mercury Marina berth. I race all major Solent and JOG events.
My experience is that of a mooring and berth holder and extends from river use of a tender, through dinghies to day boats and upwards, be it under power or sail. This combined knowledge and experience should be invaluable in representing `constituents' views.
Via the networks of the River Hamble Mooring Holders Association, marina operators and also the Harbour Authority and related associations, I believe I can reach out to the majority of berth and mooring holders to seek their views and in turn report back on proceedings and developments.
I served on the Hamble River sailing Club committee when squib fleet captain and in the early 2000's mobilised the Beneteau First 31.7 Fleet Association. In addition I was until recently the Treasurer of a large community sports club and I am currently Secretary of a very active multi-parish residents' association. I addition, as a former business consultant and company director, I have a wide understanding of strategic and operational issues in the private and public sector.
