1) Summary

The following decision is proposed:

1.1. That funding of £11,500 be provided on a tapered basis for Yelabus for 2009, subject to satisfactory negotiation of agreed milestones with Yelabus.

2) Reasons for the decision

2.1. No matched funding has yet been confirmed in accordance with the decision taken on 11 November 2008. This would be consistent with the County Council's current proposed funding for Yelabus, providing a further year's support to enable the required transition to sustainable funding to take place.

2.2. To allow the current volunteer recruitment campaign to take effect.

2.3. To allow work to continue on bringing together the schemes operated by Yelabus and the Local Council of Voluntary Services to produce a more coherent Community Transport plan for the area.

2.4. To give time to extend the revised charges introduced in April 2008 to other categories of hire.

3) Other options considered and rejected:

3.1. Option 1: Provide no further funding for Yelabus unless match funding from one or more partner authorities is confirmed.

a) Risk Assessment: There would be uncertainty for users and a potential loss of service until alternative facilities were fully in place.
