EXECUTIVE SUMMARY
1) Summary of Decision Area:
1.1. This report seeks approval to the design proposal for an extension and improvement works at Roman Way Primary School, Andover.
2) Issues Covered in Report:
The following areas are outlined in this report:
2.1. Although funding for the project has already been approved this report outlines the estimated costs and sources of funding.
2.2. Any significant issues from either the Risk or Combined Impact Assessment which will need to have specific attention in the design or implementation of this project.
2.3. The detail of the proposed design is laid out for approval.
3) Recommendations:
3.1. That the Executive Lead Member for Children's Services (Education) advises the Executive Member for Policy and Resources that the design project appraisal for the proposed extension and improvement works at Roman Way Primary School, Andover, at an estimated total cost of £1,563,000, including fees, is approved.
MAIN REPORT
1) Scope of Work:
1.1. It is proposed to extend and enhance the existing school building, together with landscape and external circulation enhancements. The extension will provide new reception/administration facilities and staff accommodation, together with a Community/Adult learning Food Technology/meeting room. The existing school will be refurbished to provide required additional storage, CDT and food technology spaces, a tutorial space and refurbished sanitary accommodation. The remaining spaces within the school will be redecorated, with new ceilings and floor finishes provided. It is also intended to rewire the building and to replace the existing lighting with a modern sustainable installation.
2) Contextual Information:
2.1. Roman Way Primary School is located in a residential area of Andover. The school capacity is 210 and there are currently 183 pupils on roll. The proposed scheme will provide no additional places.
2.2. The original school is of Scola Mk 3 construction and dates from circa 1975. The accommodation is now considered unsatisfactory to deliver the current educational curriculum. It is therefore proposed to extend and refurbish the existing premises, to carry out landscape improvements and to increase the car park provision to meet current standards.
2.3. The Acting Director of Property, Business and Regulatory Services has progressed the design of the proposed extension scheme at Roman Way Primary School and the purpose of this report is to outline and seek approval to the proposals.
2.4. The proposed scheme will maximise wellbeing and enhance the quality of place for all users of the School by providing extended and enhanced accommodation and landscaping, together with improved car parking provision.
3) Finance:
3.1. Capital Expenditure:
a) The Capital Expenditure has already been approved; It is intended to fund the project from the 2009/2010 Primary Capital Programme (PCP) allocation. The following tables outline the breakdown of its distribution across the project:

Please Note: The overall level of the revenue budget for funding schools will (from April 2006) be prescribed by central government, and capital projects have no bearing on the level of this budget. Therefore, this proposed project will have no bearing on the overall level of the Children's Services budget, extra costs and savings being met from the same overall schools' funding level.
b) Energy Costs:
The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations.

5) Details of site and existing Infrastructure:
5.1. The site is located in a residential area to the north of Andover, at Roman Way, with housing to the east and open land (with housing beyond) to other boundaries. The total site area is 1.92 hectares. The DCSF guideline for a school of this size is 1.1 hectares.
5.2. The main school building is of Scola construction dating from c.1975. An IT room was created within an existing courtyard area c.2000. No changes to the existing access will be made as part of the proposals, however a temporary entrance from Roman Way will be constructed to allow access to the contractor's compound. Once within the school boundaries, pupils and staff will be clearly separated from construction traffic and activities. Deliveries and movement of plant will be restricted during the school day to ensure the safety of all those involved.
5.3. There are no temporary buildings on the site, however it will be necessary to provide some temporary accommodation for decanting purposes for the duration of the proposed works.
5.4. A parcel of land, approximately 0.5ha, to the north of the site is surplus to the school's requirements and a section 77 approval has been obtained from the DCSF to dispose of this area of the site for a future capital receipt. The area of land will be fenced out of the school site and sold at a later date.
6) Scope of the Project:
The proposed extension and refurbishment works will provide the following accommodation:
· craft design technology/food technology classroom
· pupil/cloak areas
· storage areas
· library
· resource area
· admin accommodation including: Head Teacher's office, Deputy Head Teacher's office and reception area
· staff room and staff work room
· community/adult learning food technology/ meeting space
· all existing classrooms are to be redecorated
· existing building is to be rewired
· link to tutorial room provided
· existing toilets are to be refurbished
7) The Proposed Building:
7.1. The proposed extension has been designed to complement the existing building and will be of block construction with rendered finish, high-performance roof and polyester powder-coated double-glazed windows and doors.
7.2. The existing internal layout will be modified to create a modern teaching environment which includes various refurbished areas including pupil toilet and cloak areas, storage, food technology, craft area, library and resource area. The remaining spaces are to be redecorated, with new ceilings and floor finishes.
7.3. It is proposed to extend the existing heating and ventilation system to serve the new areas.
7.4. The extension has been designed with level access throughout. A new accessible toilet will be provided as part of the scheme.
8) External Works:
· Improved pedestrian route from car park drop-off to school entrance
· Tree works and shrub removal to create a nature trail
· Shrub planting around new-build area
· Replacement of existing site fencing which is in poor repair with weldmesh fencing
· Construction of all-weather paths to improve access to existing play areas
· Creation of new quiet play areas.
9) Planning:
Planning permission for the scheme was granted during November 2008.
10) Building Management:
Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.

RISK & COMBINED IMPACT ASSESSMENT:
Race and Equality Impact assessment
Race and equality impact assessment has been considered in the development of this report and no adverse impact has been identified.
Crime prevention issues
The County Council has a legal obligation under Section 17 of the Crime and Disorder Act 1998 to consider the impact of all the decisions it makes on the prevention of crime. The proposals in this report have no impact on the prevention of crime. The Project Officer has met with the Police and no issues were identified.
Fire risk assessment
In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.
Health and safety
A designer's risk assessment and a design health and safety plan, in accordance
with the Construction Design and Management Regulations 2007, have been undertaken for the proposed scheme.
Climate Change
The School was recently re-clad with thermally efficient double glazing and as such it is not intended to upgrade the cladding. The extension has been designed to the latest thermal performance regulations. The lighting (one of the biggest energy users within school buildings) is to be replaced, together with the wiring generally, to provide an efficient lighting system that has movement sensors to minimise the amount of energy used.
