EXECUTIVE SUMMARY
1) Summary of Decision Area:
1.1. This report seeks approval to the conversion and refurbishment of an existing vacant space to form a food catering facility at Crestwood College for Business and Enterprise, Eastleigh.

3.1. That the Executive Lead Member for Children's Services (Education) approves the conversion and refurbishment scheme at Crestwood College for Business and Enterprise, Eastleigh, at a total estimated cost of £260,000, including fees.
MAIN REPORT
1) Purpose of the Report:
To seek approval to a scheme for the provision of a 14-16 vocational training food catering facility at Crestwood College for Business and Enterprise.
2) Contextual Information:
2.1. Crestwood College is located in a residential area of Eastleigh at Shakespeare Road and has specialist status as a Business and Enterprise College. The College has a capacity of 665 pupils and there are currently 544 pupils (11-16 years) on roll.
2.2. As part of the 14-19 national initiative to engage all young people in learning through varied and flexible routes at school and into post-16 education and training, it is now proposed to provide a 14-16 catering facility within an existing area of the College.
2.3. The Acting Director of Property, Business and Regulatory Services has progressed the refurbishment proposals for the scheme at Crestwood College and the purpose of this report is to outline and seek approval to the proposals.
2.4. The proposed scheme will maximise wellbeing and enhance the quality of place by providing a 14-16 catering facility in line with the national 14-19 agenda.
3) Key Issues:
Scope of Works
3.1 It is proposed to locate a specialist catering facility within a vacant area that was formerly used as a nursery unit (which has been relocated elsewhere within the College).
3.2 The works will consist of a complete strip-out of the area and the installation of new hygienic ceiling and wall surfacing, lighting and ventilation.
3.3 The specialist catering fit-out will include catering ranges, a potwash area and a food preparation area.
3.3 There will also be a café facility and theory teaching area.
Funding and Timing
3.4 The total estimated cost of the works is £260,000, including fees. Funding for the works is as follows:

NDS Modernisation (2007/08) 15,000
School devolved capital 105,000
P&R Landscape fund (2008/09) 30,000

Total fees for the scheme are £24,100.
3.5 The scheme will be collaboratively developed with a contractor selected via the Hampshire Tier 2 Framework. It is anticipated that works will commence on site during April 2009 and be completed during June 2009.

The need for the works has been identified as a priority and the works set out in the report are considered to be the most appropriate and cost-effective way of meeting that need.

The proposed scheme will provide a 14-16 catering facility in line with the national 14-19 agenda.

Appendix B
RISK & COMBINED IMPACT ASSESSMENT:
Race and Equality Impact assessment
Race and equality impact assessment has been considered in the development of this report and no adverse impact has been identified.
Crime prevention issues
The County Council has a legal obligation under Section 17 of the Crime and Disorder Act 1998 to consider the impact of all the decisions it makes on the prevention of crime. The proposals in this report have no impact on the prevention of crime.
Fire risk assessment
In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.
Health and safety
A designer's risk assessment and a design health and safety plan, in accordance with the Construction Design and Management Regulations 2007, have been undertaken for the proposed scheme.
Climate Change
The proposed works are being carried out within the existing fabric of the building. Replacement hot and cold water services will be insulated to aid energy efficiency. Automatic light sensors will be fitted to ensure that lights are operational only when rooms are occupied and new energy efficient lighting will be installed.
