1) Summary:

    The following decision was made:

    1.1. That the adoption of the programme/strategy should be funded from within the existing primary strategy budget.

    .

2) Reasons for the decision:

    2.1. The desirability of early intervention in reading - helping pupils to keep up rather than falling behind.

    2.2. There is sound evidence that this programme/strategy achieves benefits for children as outlined in the main report.

    2.3. That the current levels of intervention, through targeted support to primary schools, need to be safeguarded.
