1) Summary:

    The following decisions were made:

    1.1 That Hampshire County Council's Recreation & Heritage Department accepts the offer from the Heritage Lottery Fund of a grant of £1,071,000 towards the development of the Basing House and Grange Farm site at Old Basing (collectively to be known as `Basing House History Park').

    1.2 That Hampshire County Council enters into a contract with the National Heritage Memorial Fund for the express purpose of delivering the objectives defined in HCC's application to the HLF and also signs, if required, a deed of dedication in which HCC covenants not to use the property for anything other than the project funded by the lottery without the HLF's consent.

    1.3 That it be a recommendation to Cabinet that £1,313,000 be added to the Recreation and Heritage Capital Programme for the development.

    1.4 That the following recommendation made by the HCC Regulatory Committee on 26 Nov 2008 are considered:

        a) That a Liaison Panel for Grange Farm/Basing House be established to guide the implementation of the proposals, to involve County Councillors, the Museums Service, representatives of local residents and neighbours.

        b) That further consideration be given to the feasibility of an alternative access route to Basing House from Grange Farm.

        and that

        recommendation a) be adopted

        recommendation b) be rejected on the grounds that the feasibility of providing an alternative public entrance to Basing House, which avoids Garrison Gate, has been thoroughly investigated and found to be impracticable for the foreseeable future.

2) Reasons for the decision:

    2.1 Basing House Ruins are of great historic importance - locally, regionally and nationally. The site is a Scheduled Ancient Monument and contains a number of Listed Buildings. The HLF grant, together with match funding from HCC (including the capital receipt from the former sale of Grange Farm house), will enable the County Council to both safeguard the physical remains for the future and to bring the site to the attention of the much wider audience it deserves.

    2.2 The Decision will link to the Corporate Aims:

3) Other options considered and rejected:

    3.1 A range of options was considered, from `do nothing' through `essential maintenance & basic conservation with small scale improvements to visitor facilities, like toilets' to `long term conservation programme with improvements to access, interpretation, education and visitor services and audience development'. The HLF award provides the opportunity for HCC to realise the latter.
