1) Summary:
The following decisions were made:
1.1. That the direction of travel be agreed.
1.2. That the necessary temporary closures whilst the necessary building works take place at the 5 libraries involved in the project be agreed.
1.3. That the Outcomes agreed with the Big Lottery Fund are supported.
2) Reasons for the decision:
2.1. On 24 January 2008, the Executive Member for Recreation and Heritage approved the acceptance of a grant offer from the Big Lottery towards the cost of the `Learning, Engagement and Adult Development Project ( LEAD) '.
2.2. It was a condition of the grant that the Executive Member be kept informed of progress with the application and progress with the project generally.
3) Other options considered and rejected:
3.1. Reject the offer of the lottery grant. This option was rejected as the principles of the original bid are still valid and support the aims and objectives on the Recreation and Heritage Department in developing Adult Learning opportunities within the community, with the added benefit of creating suitable spaces within our libraries together with some opportunities for refurbishment and improving the ambience as part of this project.
