EXECUTIVE SUMMARY
1) Summary of Decision Area:
1.1. This report considers an application for support relating to the development of gymnastics across Hampshire. It recommends the distribution of £3,000.
1.2. The organisation is seeking financial support as a key partner delivering sports development projects and activities in support of the Hampshire and Isle of Wight Sports Partnership Strategy, the corporate priority - maximising wellbeing and the local area agreement target for adult physical activity.
2) Application considered in this Report:
2.1. British Gymnastics Southern Region £3,000
3) Recommendations:
3.1. That partnership funding totalling £3,000 be distributed from the Partnership funding for Voluntary Bodies and other Organisations - Sport and Recreation 2008/09 budget.
MAIN REPORT
1) Purpose of the Report:
1.1. To provide details of a request for partnership funding from the Voluntary Bodies and other Organisations - Sport and Recreation 2008/09 budget.
2) Background / Contextual Information:
2.1. Voluntary bodies and other organisations are invited to apply for annual partnership funding to assist them with their essential running costs. The support enables them to deliver sports development projects and activities in support of the Hampshire and Isle of Wight Sports Partnership Strategy and the County Council's corporate priorities.
3) Budget Position:
3.1. The base budget for 2008/09 is £159,300. Already this year £144,900 has been distributed leaving an unallocated balance of £14,400. Allocating £3,000 to British Gymnastics Southern Region at this point will leave £11,400 for the remainder of the year. An application from England Squash is anticipated for consideration in March.
4) Criteria of Grant:
4.1. The partnership funding distribution criteria is set out in Appendix 1.
4.2. The project listed in Appendix 2 meets fully the criteria and has been allocated a proposed level of partnership funding in line with the criteria.
5) Other Considerations:
5.1. Legal Implications
The Council has wide powers under Section 19 Local Government (Miscellaneous Provisions) Act 1976 to provide recreational facilities and to contribute by way of grant or loan towards expenses incurred by voluntary bodies in providing such facilities.
5.2. Race and equality impact has been considered in the assessment of this application and no adverse impact has been identified.

Sports Partnership Funding for Voluntary Bodies and other Organisations
Who can apply?
Governing bodies of Sport and other voluntary bodies operating in Hampshire are invited to apply after negotiation with the Sports Development Manager.
Who can't apply?
Organisations must have prior approval in order to apply for a grant.
What do we fund?
Voluntary bodies and other organisations are invited to apply for annual partnership funding to assist them with their essential running costs. The support enables them to deliver sports development projects and activities in support of the County Council's 'Strategy for Sport', the emerging Hampshire and Isle of Wight Sports Partnership Strategy and the Corporate Strategy.
What we can't fund.
Funding for major capital works is not available.
When to apply.
Application forms are distributed in November each year with a submission date in the following February. This is the main allocation. However, applications can also be received at other times in the year linked to Executive Member Recreation, Heritage and Communities Decision Days.
What happens next?
The Sports Development Manager collates submissions and writes a formal report for the Executive Member for Recreation, Heritage and Communities meeting in March. The Executive Member approves or declines submissions at this meeting. The Sports Development Manager contacts organisations following this meeting to discuss outcomes, conditions of grant and payment of monies if appropriate.

English Gymnastics employed a full time County Development Officer for Hampshire and IOW in January 2008. Prior to this there had been a gap in provision at a County level for some months. Sport Hampshire & IOW has been working with Gymnastics over the past year to develop a county plan that will improve the infrastructure for the sport across the geographical area. This work has seen the re-establishment of a Sports Action Group with membership from key stakeholders including, clubs, Local Authorities and School Sports Partnerships. A plan is now in place and with appropriate financial support and support from local partners/stakeholders, the County Gymnastics Officer will work to increase club membership, increase school to club links and create more opportunities for coach and volunteer development. This financial contribution would look to support Gymnastic Development Days (to take place on a rotation basis around the Counties high class facilities) which will see talented gymnasts and their coaches coming together with other experts in their field. As this is a countywide organisation, no additional consultation has taken place with County Council members. |
