1. APOLOGIES FOR ABSENCE

To receive any apologies for absence.

2. DECLARATIONS OF INTEREST

All Members who believe they have a personal or a personal prejudicial interest in any matter to be considered at the meeting must declare their personal interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed, save for exercising any right to speak in accordance with paragraph 12 of the Code. The declaration should be made at the time of the relevant debate

3. MINUTES

To confirm the Minutes of the meeting of the Committee held on 14 October 2008.

4. CHAIRMAN'S COMMUNICATIONS

To receive any communications the Chairman may have for this meeting, including a short update on progress with organising visits to District Council Scrutiny functions.

PART 2 - ITEMS FOR CONSIDERATION

5. REGULAR REPORT ON IT ISSUES

To consider the six-monthly report of the Head of IT Services on significant issues relating to the County Council's use of IT.

6. REPORT OF THE EXTERNAL FUNDING DATABASE

To consider the report of the Head of Economic Development giving interim details of the external funding database for 2008/09, together with the final annual report for 2007/08.

7. CORPORATE PERFORMANCE REPORT - 2008/09 HALF YEAR

To consider the report of the Chief Executive, as submitted to Cabinet, on the County Council's current levels of performance.

8. 2008/09 BUDGET MONITORING AND WORKFORCE UPDATE

To consider the half yearly report of the County Treasurer and Director of Human Resources, as submitted to Cabinet, on current budgetary and workforce pressures and trends, and to consider any matters arising that may inform the scrutiny programme.

9. PROVISIONAL LOCAL GOVERNMENT FINANCE SETTLEMENT 2009/10 AND BUDGET GUIDELINES 2009/10 TO 2011/12

To consider the report of the County Treasurer, as approved by Cabinet, and to consider any matters arising that may inform the scrutiny programme relating to the 2009/10 budget.

10. REVENUE BUDGET 2009/10 ONWARDS (TO FOLLOW)

To consider the report by the County Treasurer on the proposed budget for 2009/10 and to consider any representations to be made thereon to the Executive Member for Policy and Resources.

11. CAPITAL PROGRAMME 2009/10 ONWARDS (TO FOLLOW)

To consider the report of the County Treasurer on the Policy and Resources capital programme for 2009/10 onwards, and to consider any representations to be made to the Executive Member for Policy and Resources.

12. REVIEW OF SCRUTINY

To consider the report of the Chief Executive on progress with the review of the County Council's scrutiny functions.

PART 3 - WORK PROGRAMME

13. FORWARD LOOKING WORK PROGRAMME

To consider the report of the Chief Executive giving details of proposals for the Committee's future work programme.
