5 APOLOGIES FOR ABSENCE

There were no apologies to report.

6 DECLARATIONS OF INTEREST

Members were mindful that, where they believed they had a personal or a personal prejudicial interest in any matter to be considered at the meeting, they should normally at the time of the debate declare their interest, and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed, save for exercising any right to speak in accordance with paragraph 12 of the Code. The declaration to be made at the time of the relevant debate.

No such interests were declared on this occasion.

7 MINUTES

The Minutes of the meeting of the Review Group held on 15 December, 2008 were confirmed as a correct record and signed by the Chairman.

8 CHAIRMAN'S COMMUNICATIONS

The Chairman had no communications to make.

9 TIMETABLE AND PROGRAMME FOR THE DAY

The Panel considered oral evidence from witnesses as set out in the programme and appendices attached to the papers. They then interviewed witnesses as follows:-

· Jane Goodwin, Corporate Equalities and Diversity Manager, Chief Executive's Department, together with Mohammed Mossadaq, Adult Services Department Commissioning and Strategy Manager.


· Teresa Jamieson, Citizens Advice Bureaux Consortium.


· Steve Lincoln, Community Planning Manager, Winchester City Council.


· Sharon North, Commissioning Officer, Children's Services (Young Carers).


· Mike Wickenden, Head of Sports, Community and Outdoor Centres, Recreation and Heritage Department.


Members questioned the witnesses based on their oral and written submissions. The session was recorded and is stored securely as part of the public record.

Copies of the presentations given by the witnesses are set out as Appendix 5(x) in the Minute Book.
