1) Summary:

    The following decision was made:

    1.1. This report seeks approval to a mix of development proposals aimed at making best use of Hampshire County Council's property assets consistent with the Corporate Strategy. The proposals arise from assessments of the development potential of landholdings identified in previous reports to the Cabinet, the last of which was 21 July 2008.

2) Reasons for the decision:

    2.1. The report considers the financial and planning aspirations of Hampshire County Council and proposes the targeted promotion of specific landholdings with the aim of meeting Hampshire County Council's financial and service objectives.

3) Other options considered and rejected:

    3.1. Option 1:

        a) Not to promote the County Council landholdings through the preparation of the Basingstoke and Deane Local Development Framework. This was rejected as it would not make the best use of the County Council's land and property assets.

    3.2. Option 2:

        a) To promote all landholdings equally. This was rejected as it would be expected to lead to a significant reduction in the proceeds available to the County Council from subsequent sales of land.

    The County Council will be seeking to work with the respective Local Planning Authorities to ensure that any development on County Council land is designed and built to high standards so as to enhance its quality of place and biodiversity and minimise its carbon footprint.
