10 APOLOGIES FOR ABSENCE

There were no apologies to report.

11 DECLARATIONS OF INTEREST

Members were mindful that, where they believed they had a personal or a personal prejudicial interest in any matter to be considered at the meeting, they should normally at the time of the debate declare their interest, and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed, save for exercising any right to speak in accordance with paragraph 12 of the Code. The declaration to be made at the time of the relevant debate.

12 MINUTES

The Minutes of the meeting of the Review Group held on 29 January, 2009 were confirmed as a correct record and signed by the Chairman.

13 CHAIRMAN'S COMMUNICATIONS

The Chairman had no communications to make.

14 TIMETABLE AND PROGRAMME FOR THE DAY

The Panel considered oral evidence from witnesses as set out in the programme and appendices attached to the papers. They then interviewed witnesses as follows:-

    · Lucy Butler - Strategic Commissioning Director, Adult Services Department, on the personalisation agenda.

    · Councillor Dr. Parvin Damani MBE, Public Health Specialist and Equality Advisor, on equality and access to services.

    · Dr. Liz Statham, Hampshire Ethnic Minority Achievement Service, together with Councillor Ann Buckley and Sam Wilson, on barriers to access of services by the traveller/gypsy community.

    · Keith Kerslake and Karen Mann, Corporate Communications, on research and approaches - minority groups.

    · Liz Donegan, Community Action, Hampshire, on access to services by minority groups.

    · John Clarke, Deputy Director of Children's Services, on schools and agents of local transformation.

    Members questioned the witnesses based on their oral and written submissions. The session was recorded and is stored securely as part of the public record.

    Copies of the presentations given by the witnesses are set out an Appendix 5(x) in the Minute Book.
