Hampshire Joint Strategic Needs Assessment
1. Since 1 April 2008, local authorities and PCTs have been under a statutory duty to produce a Joint Strategic Needs Assessment (JSNA) of the population's health and social care needs. This is a new process which follows national guidance issued in December 2007, in which the JSNA is described as `a systematic method for reviewing the health and well-being needs of a population'.
2. The JSNA's results will inform the Local Area Agreement and Sustainable Community Strategy and provide a valuable evidence base for use by all county council services. The JNSA will also be an important tool to assist with more effective partnership working between Hampshire County Council and Hampshire PCT, particularly in efforts to tackle inequalities and improve outcomes across the county.

The key emerging themes arising from this year's JSNA were:
a) The changing population profile of Hampshire
b) Health and health inequalities
c) Deprivation
d) Lifestyle and modifiable risk-taking behaviours
e) Social care need
f) Children and inequalities
4. The JSNA brings together, for the first time, data and intelligence on both the social care and health needs of Hampshire residents. It begins to give a much greater understanding of the inequalities and the health and social care needs that exist within Hampshire's population and will inform future priority setting and strategic decision making. The JNSA also starts to explore the use of social marketing techniques, such as the Mosaic tool, to further understand the characteristics of the people of Hampshire. The evidence that the JNSA provides will be an invaluable tool to assist with the development of more personalised services across the County and the data that it provides will be of relevance to each of the corporate priorities, most notably Hampshire safer and more secure for all and maximising well-being.
5. Extensive consultation with stakeholders took place during the development of the JSNA and further consultation is planned through the Third Sector. To help publicise the contents of the JSNA and its emerging findings, opportunities to present the emerging findings to the Children and Young People Select Committee, the Safe and Healthy People Select Committee and the Health Overview and Scrutiny Committee have all been put in place. A member briefing session on the JNSA is also planned.
6. Wider consultation will also take place with the voluntary sector, with County Council members, and other partners, to engage people in the findings of the JSNA, to look at emerging priorities and actions to deliver improvement where needed. The views of stakeholders will be incorporated into a draft Health & Wellbeing Strategy which will go out to consultation in Spring 2009, under the leadership of the Health & Wellbeing Partnership Board.
