1 Summary
1.1 This report contains highlights of the performance indicator data for the third quarter of 2008/09.
2 Recommendations
2.1 That the report of the third quarter's performance be noted, and the strategies to meet the targets be endorsed.
3 Introduction
3.1 Recent guidance from the Department for Communities and Local Government (CLG) has removed the requirement for Authorities to collect the previously prescribed performance indicators. However the Authority will continue to use them as they provide an easy and transparent indicator of our performance. Local indicators, developed by the Authority, will also continue to be collated.
3.2 Of particular note this quarter, are the following indicators:
BV 2a Equality Standard, level 3 achieved
BV142ii Number of serious primary fires (15.5% improvement over target)
BV143ii Injuries sustained in accidental dwelling fires (55% improvement over target)
BV146ii Malicious false alarms (41.3% improvement over target)
BV206i Serious deliberate fires (62.8% improvement over target)
BV210 Women firefighters (75.8% below target)
LPI20a Attendance times to emergency incidents (5.7% below target, but 3.86% improvement on this time last year)
4. Contribution to Corporate Aims and Objectives
4.1 Actions resulting from monitoring Best Value Performance Indicators and Local Performance Indicators will assist the Authority in achieving its corporate aims.
5 Resource implications
5.1 There are no resource implications for the Authority attached to this item.
6 People Impact Assessment
6.1 We accept that we need to make significant improvement in our progress towards achieving higher levels of attainment in the People Standards for Local Government as approved by the Commission for Racial Equality.
6.2 The proposals within this report are considered compatible with the provisions of the European Convention on Human Rights, the Human Resources Act 1998, and the Race Relations (Amendment) Act 2000.
7 Risk Analysis
7.1 Failure to take action to improve our performance in areas identified by monitoring these key indicators leaves the Authority vulnerable to criticism from our stakeholders. Further, the information may, in some cases, indicate increasing (or reducing) strategic risks for the Authority. Consideration of these progress reports is therefore an important process within the Authority's strategic risk management strategy because they ensure that Members are fully aware of any problems (including any resource implications) associated with achieving the targets set (by both central government and the Authority itself) and the priority given to eliminating or mitigating any implied or specific risks.
