1) The Decision:

1.1. That the Executive Member for Policy and Resources notes the positive financial and operational outcome of the recent disposal contract negotiations with Hampshire Waste Services Limited as detailed in the exempt report.

1.2. That the Executive Member for Policy and Resources agrees to a second contract negotiation stage with Hampshire Waste Services Limited aimed at achieving a further contract price reduction or a greater financial return from directly investing in new waste infrastructure, and approves the use of external professional legal and financial advisers to support the authorities in the negotiations with Hampshire Waste Services Limited.

2) Reasons for the decision

2.1. The decision is in support of the aim of improving services by ensuring that the service provided by the waste disposal contractor provides best value to Hampshire residents.

3.1. Executive Member for Policy and Resources does not approve the future work programme of negotiations and the use of external financial and legal advisers in this area.
