EXECUTIVE SUMMARY
1) Summary of Decision Area:
1.1 This report seeks the approval of the Executive Lead Member for Children's Services (Education) for grant applications for 2009/10, totalling £1,262,447. It also shows the total of grant sums allocated to voluntary organisations under £5,000 for information.
1.2 It provides information about the work of the organisations who applied to the Children's Services Integrated Grant.
1.3 Grants to organisations listed in this report will enable them to continue with, or expand, their services and undertake projects which contribute towards the first two priorities of Hampshire County Council (Making Hampshire safer and secure for all, Maximising well-being), towards the outcomes of the Hampshire Children and Young People Plan (CYPP) and towards all the five outcomes of Every Child Matters.

MAIN REPORT
1) Purpose of the Report:
1.1 Grants to organisations support Hampshire County Council's priority of "Making Hampshire safer and more secure for all" by funding organisations that provide positive activities for children and young people. They also support the priority of "Maximising well-being" by funding organisations which deliver services to children and young people, or are run by children and young people. In addition, the grant programme contributes towards the Every Child Matters outcomes by encouraging young people to stay safe, be healthy, enjoy and achieve, make a positive contribution and achieve economic well being and thereby to the outcomes in the CYPP.
2) Contextual Information:
2.1. This is the first time that the new integrated approach to grant and other funding has been employed to provide a more transparent, accessible and coherent approach across this area. The major proportion of the available funding is devolved to District based Children and Young People's Groups, where these exist, or to the Local Partnership Groups who previously allocated Children's Fund project funding. This allows for local accountability, enhances local gap analyses, and allows local people a direct route to be involved in the decision making process. The recommendations from the local groups are then scrutinised by the county multi-agency panel prior to their inclusion in this decision paper.
2.2. Applications must meet strict eligibility criteria which ensure that the funding is aligned with Every Child Matters and the draft Children and Young Peoples Plan (CYPP) and the Local Area Agreement (LAA) priority improvement areas. All applications use a common process and are supported where necessary by Commissioning and Co-ordination Unit (CCU) officers. All project applications of £5,000 or above must be approved by the Executive Member.
2.3. In response to concerns raised by the Voluntary and Community Sector (VCS), stakeholders and partners, a great deal of work was undertaken in the periods leading up to the allocation of recommended funding publicising the new format for grants. Following advertisement on the intranet, and on several sites used by the Children's Voluntary Sector Alliance, the range of applications has been broadened considerably, and many organisations have applied for the first time.
2.4. The remainder of funding, which supports either county-wide initiatives, or other funding not previously included in the District allocations has been recommended by a multi-agency scrutiny panel working to identical guidelines and eligibility criteria to the main grant amount. The Panel sought feedback about applications from stakeholders in all cases where projects were already operational and views were fed into the decision making process via a scoring matrix. Additionally all projects complete an annual self assessment, including a red, amber or green (RAG) rating, and those receiving more than £20,000 also received a visit and RAG rating from a CCU Officer. It is hoped that all projects will receive a visit in 2009/10 .
2.5. For the first time, the CCU has been enabled to allocate funding of preventative monies from stakeholder partners in the county such as Hampshire Drug and Alcohol Action Team (DAAT), thus increasing the impact and reach of preventative grant funding.
2.6. Additionally this report seeks approval for grant allocations from the Early Education and Childcare Unit (EECU) and, where known, the former Children and Families grant programme, which followed the new integrated application route, using the same application form.

County Wide Services:
The following projects (paragraphs 4.1 to 4.14) provide services that cover more than one of Hampshire's Districts.
4.1 Hampshire Youth Options (HYO)
HYO provides a range of support services throughout the county, This includes working with vulnerable young people through Pupils Referral Units, Positive Activities for Young People (PAYP) and working with young people with are not in Education, Employment or Training (NEET) or at risk of becoming NEET. The club support programme includes club support, activities and training.
This funding will contribute towards staffing, premises, administration, vehicle costs and programme / activity costs. The main priorities of this project are: LAA4 (Close the gap between the achievements and life chance of the most vulnerable children and young people and the majority of Hampshire CYP), LAA8 (Educational Attainment), LAA3 (Through a range of preventative services reduce the number of teenage pregnancies), CYPP7 (Provide positive activities for children and young people that keep them on the path of success and reduces the behaviour that puts them at risk), CYPP8 (Celebrate diversity, remove barriers to participation and insist upon zero tolerance of discrimination and abuse) and CYPP1 (Improve the well-being and health of all children and young people).
A grant of £17,000 is recommended.
4.2 The Children's Society - Include Project
The Children's Society Include Project draws on their expertise as both longstanding County and National providers. The project aims to disseminate and promote equitable best practice across the County drawing on local and national knowledge base to raise awareness of the impact on children and young people who area carers; ensure young carers and families are aware of services and support available; inform professionals of the importance of understanding the impacts. Funding will support two project applications;
Funding will contribute towards the Young Carers Initiative (INCLUDE) to develop a county information pack for young carers and families and directly engage with 120 young carers and their families and disseminate to schools, children's Centres etc. In addition the project will organise and deliver a series of Hampshire Young Carers 'Forum Days' to enable their voice to be heard at County level and disseminate evidence as a report whilst organising three school or community based events bringing together relevant agencies and policy leads.
Additional funding will contribute towards a Hampshire Lead (or Designated) Teacher Programme. Using this funding The Children's Society will continue promoting ongoing training and recommendations of structures to schools and Young Carer District led projects that will ensure young carers lead teachers are continuously well trained and supported. This funding will be spent on staffing costs to run disseminate information, contributions to premises, administration and support costs, costs of forums and design and printing of materials. The main priorities of this project are: LAA8 (Educational Attainment), LAA4 (Close the gap between the achievements and life chance of the most vulnerable children and young people and the majority of Hampshire CYP), LAA5 (Improve the life chances of 16-19 year olds at risk of under achievement), CYPP2 (Provide an excellent education for all children and young people), CYPP10 (Develop a world class children's workforce) and CYPP1 (Improve the well-being and health of all children and young people).
A grant of £32,700 is recommended.
4.3 Hampshire Council for Voluntary Youth Services (HCVYS)
The role of HCVYS is to represent voluntary youth organisations. Through this representative role, HCVYS seeks to persuade local authorities in particular of the continued need for universal open provision for children and young people, as well as for targeted services, and to ensure financial support for increased opportunities. It seeks to influence the development of CYPPs in relation to the needs of the young people supported by its member organisations. Part of this Funding will enable HCVYS members to sit on all relevant strategic bodies at a county level and begin representing the voluntary youth service on all District level CYPP groups. The grant will fund administration, staff and travel costs associated with attending meetings.
HCVYS also acts as an umbrella organisation to distribute training grants to voluntary youth organisations on behalf of the County Council. The grant will include an element for administration and include £10,000 specifically for training grants to organisations. The training grants are for the training of adult volunteer leaders, according to the needs, policies and priorities of each individual organisation.
A grant of £22,500 is recommended.
4.4 Youth Club Hampshire and Isle of Wight (YCHIOW)
YCHIOW works with member clubs, groups and projects introducing them to new skills, ideas and ways of working with young people as well as recognising and celebrating best practice. YCHIOW provide young people with access to a yearly programme of activities designed to achieve the outcomes from Every Child Matters.
This funding will contribute towards staffing, administration, travel and events with young people. The main priorities of this project are: LAA7 (Safeguarding Children), LAA8 (Educational Attainment), LAA4 (Close the gap between the achievements and life chance of the most vulnerable children and young people and the majority of Hampshire CYP), CYPP4 (Ensure that children and young people are safe and feel secure), CYPP7 (Provide positive activities for children and young people that keep them on the path of success and reduces the behaviour that puts them at risk) and CYPP8 (Celebrate diversity, remove barriers to participation and insist upon zero tolerance of discrimination and abuse).
A grant of £17,000 is recommended.
4.5 The Hampshire Relate Group
This service supports people escaping domestic violence through alternative housing, re education to breaking the cycle of domestic abuse training. The children are supported and encouraged to engage with the child worker who offers one to one work as well as group activities to help them overcome the effects of trauma they are experiencing.
Funding will support art workshops, therapeutic worker in refuge and supporting outreach service, travel and administration. The main priorities of this project are: LAA1 (Through a range of preventative services improve mental and emotional health), LAA7 (Safeguarding Children), LAA5 (Improve the life chances of 16-19 year olds at risk of under achievement), CYPP9 (Support and work in partnership with parents and carers), CYPP1 (Improve the well-being and health of all children and young people) and CYPP4 (Ensure that children and young people are safe and feel secure).
A grant of £10,000 is recommended.
4.6 British Trust for Conservation Volunteers (BTCV)
Funding will enable BTCV to develop and strengthen work with schools and teachers through advice, support and practical conservation tasks and to develop youth projects that will give young people the chance to learn and practice conservation activities. This grant will support work with schools.
The main priorities of this project are: LAA8 (Educational Attainment), LAA4 (Close the gap between the achievements and life chance of the most vulnerable children and young people and the majority of Hampshire CYP), LAA2 (Through a range of preventative services reduce childhood obesity), CYPP2 (Provide an excellent education for all children and young people), CYPP7 (Provide positive activities for children and young people that keep them on the path of success and reduces the behaviour that puts them at risk), and CYPP8 (Celebrate diversity, remove barriers to participation and insist upon zero tolerance of discrimination and abuse).
A grant of £6,000 is recommended.
4.7 Hampshire School Sports Federation (HSSF)
There are 20 voluntary sports associations affiliated to the Federation, who apply for grant funds administered on behalf of Hampshire County Council by HSSF. In turn, the associations provide opportunities for school-aged young people to compete at local, district, county and national level. The associations use the funding for administration, travel, equipment, competition fees etc. Each associations which applies for financial support, provides a written report of their previous year's activities together with an audited sheet.

A grant of £11,000 is recommended.
4.8 INTECH
INTECH is a unique, exciting, interactive centre administered by the educational charity, with the specific purpose of promoting the knowledge and understanding of science, technology, engineering and mathematics (STEM). This grant would further develop and deliver STEM related educational activities onsite to a wide range of school visitors, and to help fund the outreach programme delivering workshops in schools. INTECH will continue to work closely with teachers to ensure that workshops and activities are relevant and enhance the curriculum. This project will, where appropriate, be on schools in deprived areas especially for outreach activities.
The main priorities of this project are: LAA8 (Educational Attainment), CYPP2 (Provide an excellent education for all children and young people), CYPP10 (Develop a world class children's workforce) and CYPP6 (Increase opportunities and improve outcomes for children and young people with learning difficulties and/or disabilities).
A grant of £35,000 is recommended.
4.9 Hampshire Dyslexia Association (HDA)
HDA raises awareness of dyslexia around the county and offers information and support to dyslexia adults, families with dyslexia children, teachers and employers. HDA have recently relocated to The Orchard, Basingstoke, a complex managed by Basingstoke Services. The operation of the service has been managed by 6 dedicated volunteers and responds to just approximately 500 calls and enquires each year. Funding supports operational costs of the project including, premises and telephone costs.
The main priorities of this project are: LAA8 (Educational Attainment), LAA1 (Through a range of preventative services improve mental and emotional health), LAA9 (Reduce the number of first time entrants to the youth justice system), CYPP2 (Provide an excellent education for all children and young people), CYPP8 (Celebrate diversity, remove barriers to participation and insist upon zero tolerance of discrimination and abuse) and CYPP9 (Support and work in partnership with parents and carers).
A grant of £6,000 is recommended.
4.10 Home Group Limited - Play Therapy and Children's Worker
This funding will provide a children's play worker and therapeutic service within a safe and nurturing environment, in the refuge or via outreach services, for children and young people subject to domestic violence to enable them to better understand the trauma they are experiencing. The increase in the award is to fund the children's play worker.

A grant of £30,070 is recommended.
4.11 Home-Start Hampshire
Home-Start offers support to families under stress where there is at least one child under 5. The support is provided in the home by a trained, motivated volunteer who is supervised and monitored by a paid member of staff. The support is tailored to the needs of the family. The main outcome for the children is to stay safe. Home-Start schemes work in partnership with other authorities towards decreasing the number of children with a child protection plan whilst ensuring vulnerable children and their parents / carers receive on-going support

A grant of £121,625 is recommended. Joint funded from Children and Families and the Early Education and Childcare Unit.
4.12 Hampshire Families
Hampshire Families has four main priorities: to represent children, young people and their families by providing them a voice through consultations and developing a culture of participation, give information to children, young people and their families by maintaining their directory of services, and making this directory available and accessible, community development by facilitating communication between professionals and developing community involvement around services for children and young people, working in partnership with local providers to ensure that gaps are filled and support and training by promoting learning and training opportunities.
Hampshire Families have an infrastructure of community workers who link with local families and local providers. They work closely with all branches of Children's Services. Their work supports all the outcomes for children.
A grant of £155,000 is recommended. This is from the EECU.
4.13 The Elizabeth Foundation
The Elizabeth Foundation supports babies and children under 5 who are deaf or hard of hearing and their parents and families. It offers a range of group and one to one support from the point of diagnosis including baby and toddler groups and a pre-school. A teacher for the deaf uses an aural / oral approach to deliver the early year's curriculum to the children. The main outcome for the disabled children is to enjoy and achieve by gaining good listening and speaking skills and achieving age-appropriate language. The Elizabeth Foundation works closely with all branches of Children's Services and the local hospital.
The main priorities of this project are: LAA4 (Close the gap between the achievements and life chance of the most vulnerable children and young people and the majority of Hampshire CYP), LAA1 (Through a range of preventative services improve mental and emotional health), LAA8 (Educational Attainment), CYPP6 (Increase opportunities and improve outcomes for children and young people with learning difficulties and/or disabilities), CYPP9 (Support and work in partnership with parents and carers), CYPP8 (Celebrate diversity, remove barriers to participation and insist upon zero tolerance of discrimination and abuse)
A grant of £55,843 is recommended. This is from the EECU.
4.14 KIDS
This covers three main KIDS project areas. The first aims to assist young people aged 7-18 who have significant caring responsibilities for a close family member who has a long/short term disability or illness to take time out for themselves, socialise and cope with the demands placed on them as carers; work in partnership with young carers to identify and shape their service and raise awareness of the difficulties they face and provide opportunities for young carers to gain mutual support, talk about their concerns and enable them to take time out form their caring responsibilities to be children and young people first. This enables them to have flexible support including either i) a twelve month structured program for sibling carers, ii) Support groups or iii) a monthly youth centre night. Funding is required for general operational costs for the project, including staffing, premises, transport, resources, consumables and activities.
The second project area is a play scheme in the summer with appropriate activities for children and young people with disabilities including complex and profound disabilities. The third is the project mainly supported by the Early Education and Childcare Unit. KIDS support to children under 5 and their families consists of a parent and baby group, the Early Support Programme for all families in Fareham with disabled children, developmental play for 2 to 3 olds, a nursery, transitional services for pre-school children starting mainstream school and family support information and advice. As this grant covers such a big area of both project work and the county KIDS is prioritising most of the LAA and CYPP priorities in different ways and areas.
A grant of £114,672 is recommended. £51,600 is from the EECU.

Basingstoke:
4.15 Young People's Information
Young People's Information provides confidential counselling to young people aged 11-25 in the Basingstoke area. A grant would supplement those from Basingstoke District Borough Council and Hampshire NHS PCT in paying for the lead counsellor's salary and the volunteer counsellors' travel expenses. The service has also recently relocated to The Orchard in Basingstoke which has incurred increased premises costs.
The main priorities of this project are: LAA1 (Through a range of preventative services improve mental and emotional health), LAA4 (Close the gap between the achievements and life chance of the most vulnerable children and young people and the majority of Hampshire CYP), LAA5 (Improve the life chances of 16-19 year olds at risk of under achievement), CYPP1 (Improve the well-being and health of all children and young people), CYPP4 (Ensure that children and young people are safe and feel secure) and CYPP3 (Reduce the impact of poverty on the achievement and life chances of children and young people.
A grant of £8,000 is recommended.
4.16 The Hampton Trust (Hampshire and Isle of Wight) - The Incredible Years Parenting Programme.
This project offers both group work and individual sessions for children and their parents who are suffering from domestic violence in order to: i) address behavioural and other difficulties to reduce the risk of underachievement, ii) minimise exclusion from school, iii) minimise feelings of social exclusion and iv) avoid possible future delinquency.
This funding will be spent on the cost of staff running the programmes and general running costs. The main priorities of this project are: LAA7 (Safeguarding Children), LAA1 (Through a range of preventative services improve mental and emotional health), LAA4 (Close the gap between the achievements and life chance of the most vulnerable children and young people and the majority of Hampshire CYP), CYPP8 (Celebrate diversity, remove barriers to participation and insist upon zero tolerance of discrimination and abuse), CYPP4 (Ensure that children and young people are safe and feel secure), and CYPP1 (Improve the well-being and health of all children and young people).
A grant of £20,000 is recommended.
4.17 Daybreak Family Group Conference - Daybreak Dove Project
This organisation aims to work with families suffering from and living with domestic violence. They provide advocacy - support from an independent advocate for children and also handle contact requests from statutory agencies to work with families to offer support, signposting and advice.
This funding will be spent on the costs of staff to run the family conferences and expenses of the conferences. The main priorities of this project are: LAA7 (Safeguarding Children), LAA4 (Close the gap between the achievements and life chance of the most vulnerable children and young people and the majority of Hampshire CYP), LAA1 (Through a range of preventative services improve mental and emotional health), CYPP4 (Ensure that children and young people are safe and feel secure), CYPP9 (Support and work in partnership with parents and carers) and CYPP1 (Improve the well-being and health of all children and young people).
A grant of £25,000 is recommended.
4.18 Relate Basingstoke and District - Family Counselling Service
This funding will allow the project to provide Relate Counsellors and training of further counsellors to work with young people suffering from the effects of their parent's marriage breakdown.
This funding will contribute towards staffing costs for the counsellors. 4.19 Hampshire and Isle of Wight Wildlife Trust - Youth Volunteering Project
The project engages mostly with disadvantaged young people who are at risk of exclusion, offending, re-offending or engaging in anti-social behaviour. Young people will participate in practical outdoor conservation tasks in the Wildlife Trust's reserves across the area to develop various skills and behaviours. Community Youth Project (formerly Bishops Green Youth Project) was established as a Charitable Trust in 2002 by residents and workers at Bishops Green and aims to help and educate young people, especially, but not exclusively through their leisure time activities. The project is widely supported and endorsed by a number of local District Councillors and benefits a large number of young people who reside in one of the most deprived rural areas with the Borough of Basingstoke and Deane.
Funding will contribute towards salary costs of the full time Youth Worker. 4.22 The King's Arms Youth Project
This project runs an after school club for young people to relax so that they are not tempted into anti-social behaviour or petty crime. Young people are given challenges and motivational activities in order to raise their self-esteem and confidence. This provides a facility for young people to meet together in a safe environment whilst gaining life and social experiences, guidance and information. The organisation encourages the young people to become involved in community projects, to gain social credit for teenagers, to learn new skills, and to increase their self-esteem.
The Self-Sufficiency course runs for six weeks working with small groups of young people close to exclusion, to help them learn new practical skills to equip them for later life. It includes one to one sessions which gives these young people the attention they need to improve their low self-esteem and experience success, this leads on to involvement in the more social aspects of the after school club. Parents, carers and teachers play an active role with the workers in tracking the young person's progress.
This funding will be spent on staffing costs to run the after school club and some equipment costs. Funding will contribute towards staffing, premises and equipment costs for the year. This will enable them to raise awareness about the effects of bullying, keep children healthy by adopting a positive approach to emotional health, keep children safe by preventing harm to themselves and others, help children enjoy and achieve by participating in a project which has a positive outcome and encourages interaction and teaches new creative skills, encourage children to make a positive contribution by helping others and interacting with peers and enable children to have the opportunity to participate in a project regardless of economic background.

The main outcomes of the project are for children to enjoy and achieve through having fun during the holidays and to be healthy due to physical activities.

4.26 Solent Youth Action - SLAMS Special Needs Youth Clubs.
SLAMS are fortnightly evening clubs designed to provide 13-15 years olds with learning disabilities with fun and developmental activities. The aim is that the activities reflect those that their able peers would enjoy including bowling, cinema and music/quiz nights. The programme of activities is designed with input from the participants and enables them to take the step from attending a play scheme to gaining more independence and planning their social time. These sessions are supported with SYA staff and young volunteers.
Funding will contribute towards costs to continue the Eastleigh SLAMS club and allow the organisation to research the need for additional clubs. Volunteers from the Whiteley Church congregation have been staffing a youth provision - 'Youth Zone' for one night a week through school term for 3 years, 2005-2008 benefiting 30 young people aged 13-16 years. Whiteley Church will be providing from February 2009 a Youth Work Facilitator on a 3 year 0.5 contract, who will be charged with identifying current provisions and then to develop, co-ordinate, oversee and lead activities which enables young people's provision to be improved within the local community and church. As part of that work a basic target will be to re-establish and maintain "Youth Zone" ( youth group at Whiteley Community Centre) to improve the frequency of this provision and enable it to be consistent throughout the year.
Funding will contribute towards the salary costs of the post. 4.30 Gosport Youth Leaders
This project trains young people and children to become mentors and volunteers for play and sport. These mentors and volunteers then work in schools, early year settings and after school clubs to deliver sport and play opportunities to other children. The main outcomes for children are to enjoy and achieve and be healthy through the play opportunities and making a positive contribution by becoming volunteers. The mentors and volunteers gain qualifications and receive recognition for their work. Due to the positive experience, some of the mentors and volunteers follow a career in childcare and physical education.

This project comprises of three organisations (Community First New Forest, Youth and Families Matter in Totton and Families Matter in Hythe) working together to support and befriend vulnerable children, young people and their families in school, in the home or in the community, on a 1 to 1 or group basis, to provide an early intervention programme for vulnerable children. Work includes identifying barriers to learning, developing self-esteem and self-confidence, working with anger management problems, development of coping strategies, ensuring access to play opportunities, developing relationships through mutual trust and respect, assisting in developing parenting strategies, encouraging and supporting parents to attend support groups and developing a range of therapeutic services to support children and young people.

4.37 Rushmoor Healthy Living
This funding is to cover two separate Rushmoor Healthy Living projects. RHL have been delivering the Teenage Parents Mentoring project since November 2005. This helps to provide One-to-One mentoring, Parenting courses and peer support groups. The teenage parents supported by this project are often vulnerable and face a wide range of issues which can include loneliness, domestic violence, low self-esteem, poor self-confidence, their child at risk of being taken into care, not coping , having no-one to turn to and mental health problems.
The second project provides a healthy breakfast at four schools in the disadvantaged wards within Rushmoor. The objectives are to provide better nutrition, hydration and tooth care, improve basic skills, socialisation and group play, improve punctuality and attendance, enable the children to be more alert in class and increase parental involvement through volunteering.
The funding will pay for contributions towards the overhead costs which relate to Teenage Parents Mentoring project and to pay for staffing costs for their second project as their three grant from Children in Need ended in March 2008 and currently the project is running on small grants and donations. 4.38 Step by Step Partnership - Daylight Job Search Module
The Daylight Job Search Module promotes economic wellbeing by helping young people find employment, educational and training. Last year 118 young people took part in the programme, approximately 30% of whom moved from into Education, Employment or Training as a result. The programme provides advice and support, access to telephone, local papers, Connexions emails and other information connecting to job opportunities. The facilities at Cyber shed, as part of the facility provide access to online career information, vacancies, job searches and applications; education and training information; the tools to produce CVs and application letters.

4.41 Romsey and District Carers Forum
The project has been supporting young carers since 2003 which now benefits 40 young carers, has 20 active volunteers and offers two (fortnightly) clubs for peer support, a range of age appropriate activities during the school holidays and a befriending school. Some links are weekly, some are one or twice a month - outings include swimming, cinema, gardening on a befrienders allotment and learning to ride a bike. There is also a fortnightly Saturday Morning club for young carers ages 5 to 11 from 10.30am till 12.15 at a local church hall offering activities, one to one adult support and a healthy lunch.
The three year grant from Children in Need ended in March 2008 and at present the project is running on small grants and donations, and therefore requesting funding towards staffing costs for the project. 4.45 Romsey Family Support Group
The Romsey Family Support Group is for parents of pre-school children, from birth to four years, who may be experiencing a difficult time and in need of friendship and support. Parents can if they wish take the opportunity to share concerns about themselves and their children. All the group's staff are trained and experienced in dealing with all manner of family issues.
Funding will contribute towards a part time Co-ordinator to assist in duties such as sustaining compliance of regulations and consolidate the group's administration tasks. The main priorities of this project are: LAA7 (Safeguarding Children), LAA4 (Close the gap between the achievements and life chance of the most vulnerable children and young people and the majority of Hampshire CYP), LAA1 (Through a range of preventative services improve mental and emotional health), CYPP4 (Ensure that children and young people are safe and feel secure), CYPP3 (Reduce the impact of poverty on the achievement and life chances of children and young people), CYPP1 (Improve the well-being and health of all children and young people).
A grant of £8,140 is recommended.
Winchester:
4.46 Winchester Young Carers Project
The Winchester Young Carers Project supports young carers by running an activities programme, three weekly carers' clubs and a befriending scheme. Their work in schools includes delivering presentations, staff training and giving support to young people in groups and one to one sessions. The project supports families by carrying out an initial assessment, annual home visits, six month phone reviews, a positive parenting programme and by giving general support, information, advocacy and signposting to other agencies and organisations.
Funding will support on costs for delivery and development work. The main priorities of this project are: LAA4 (Close the gap between the achievements and life chance of the most vulnerable children and young people and the majority of Hampshire CYP), LAA5 (Improve the life chances of 16-19 year olds at risk of under achievement), LAA8 (Educational Attainment), CYPP9 (Support and work in partnership with parents and carers), CYPP7 (Provide positive activities for children and young people that keep them on the path of success and reduces the behaviour that puts them at risk) and CYPP1 (Improve the well-being and health of all children and young people).
A grant of £15,000 is recommended.
4.47 The Winchester Detached Youth Work Project (Street Reach)
The Detached Youth Work Project provides three weekly detached youth work sessions throughout the year, at times in partnership with other Youth Agencies. It also provides four group trips per year for young people aged 13-19, whilst working with vulnerable young people.
Funding is essential to secure, train and maintain the quality of staff needed to deliver the service and will support staffing costs, training and administration. The main priorities of this project are: LAA5 (Improve the life chances of 16-19 year olds at risk of under achievement), LAA4 (Close the gap between the achievements and life chance of the most vulnerable children and young people and the majority of Hampshire CYP), LAA1 (Through a range of preventative services improve mental and emotional health), CYPP3 (Reduce the impact of poverty on the achievement and life chances of children and young people), CYPP7 (Provide positive activities for children and young people that keep them on the path of success and reduces the behaviour that puts them at risk), CYPP10 (Develop a world class children's workforce).
A grant of £9,000 has been recommended.
4.48 Wickham After School Projects (WASPS) Limited run by the Meon Valley Methodist Circuit.
WASPS is a daily after school club in the community offering a safe and caring environment for children whose needs relate to educational attainment, health, social inclusion and financial issues. It aims to support the social and educational needs of children by providing care and through pastoral care and support to empower young people to fulfil their potential.
This funding will be spent on contributing to staffing costs to run the after school sessions, premises costs, consumables and funding events. The main priorities of this project are: LAA7 (Safeguarding Children), LAA4 (Close the gap between the achievements and life chance of the most vulnerable children and young people and the majority of Hampshire CYP), LAA8 (Educational Attainment), CYPP4 (Ensure that children and young people are safe and feel secure), CYPP1 (Improve the well-being and health of all children and young people and CYPP7 (Provide positive activities for children and young people that keep them on the path of success and reduces the behaviour that puts them at risk).
A grant of £12,500 is recommended.
4.49 Denmead Parish Council - Denmead Activity Nights
The council provides a weekly three hour term time activity with limited half term and holiday provision. It provides social and recreational opportunities in a safe place to enhance physical and mental well being, keep young people off the streets and prevent the development of anti-social habits.
This funding will be spent on staffing costs to run the sessions and subsidise trips. The main priorities of this project are: LAA2 (Through a range of preventative services reduce childhood obesity), LAA1 (Through a range of preventative services improve mental and emotional health), LAA7 (Safeguarding Children), CYPP7 (Provide positive activities for children and young people that keep them on the path of success and reduces the behaviour that puts them at risk), CYPP1 (Improve the well-being and health of all children and young people) and CYPP4 (Ensure that children and young people are safe and feel secure).
A grant of £10,925 is recommended.
4.50 The Carroll Youth Centre - The Children's Worker
This funding will supply a designated worker to work with young people to increase their opportunities for socialising with peers and recreational play in a safe well resourced environment. The Centre can also offer an evening meal for children thus helping working parents.
This funding will be spent on contributing to staffing costs to run the sessions. 4.51 Colden Common Youth Work Project
This funding will provide a youth club one evening a week where young people can grow as individuals together in a secure, happy and relaxed environment.
This funding will be spent on contributing to staffing costs to run the sessions and premises costs. The main priorities of this project are: CYPP7 (Provide positive activities for children and young people that keep them on the path of success and reduces the behaviour that puts them at risk), CYPP1 (Improve the well-being and health of all children and young people) and CYPP4 (Ensure that children and young people are safe and feel secure).
A grant of £6,840 is recommended.
4.52 Friends of the Family Winchester
Friends of the Family is a small local group and was set up in 1993 by a social worker and magistrate who had become aware of the need for early involvement with vulnerable families in order to prevent problems for children later on. There are three groups: The first focuses on parenting and one to one child support; the second is a group of primary age children suffering from domestic abuse and the third is a group working with vulnerable families with children aged 5-13 years old.
Funding would contribute towards staffing and administration costs. The main priorities of this project are: LAA4 (Close the gap between the achievements and life chance of the most vulnerable children and young people and the majority of Hampshire CYP), LAA1 (Through a range of preventative services improve mental and emotional health), LAA7 (Safeguarding Children), CYPP1 (Improve the well-being and health of all children and young people), CYPP9 (Support and work in partnership with parents and carers) and CYPP7(Provide positive activities for children and young people that keep them on the path of success and reduces the behaviour that puts them at risk).
A grant of £5,000 is recommended.
5) Financial Implications:
5.1. The Commissioing and Co-ordination Unit currently administers grant and other funding requests in respect of approximately £2.0m of the Children's Services budget. This includes aspects of the former Children's Fund (now part of the Area Based Grant (ABG)), Early Education and Childcare Unit (EECU) budget, as well as various other Children's Services funding streams including an element of the former Connexions grant (also part of ABG from 2009/10), Youth Service and Education (non-schools) related budgets. The table below provides a breakdown of the current allocations against this overall budget for 2009/10.

6) Conclusions:
6.1. Ongoing work with the organisations listed in this report indicates that the services provided by them seek to improve outcomes for children, young people and their families. They also significantly contribute to the Children and Young People's Plan. As such, this report requests the approval of the Executive Lead Member for Children's Services (Education) for funding.
7) Recommendations:
7.1. That the Executive Lead Member for Children's Services (Education) approves the grant applications totalling £1,262,447 to organisations to support young people within Hampshire.
