1. Summary
1.1 This report seeks approval to the addition of funding to major capital projects, at pre contract stage, following the approval of the design project appraisal by the Executive Lead Member for Children's Services and the Executive Member for Policy and Resources.
1.2 Appendix 2 shows those capital projects for which an allocation has been made in the Children's Services Capital Programme and where the Acting Director of Property, Business and Regulatory Services is either, or will shortly be, progressing feasibility work for these projects.
1.3 The schemes within this report generally reflect the priorities in the Corporate Strategy by providing excellent school facilities which enhance the quality of place, providing safer and more accessible facilities and maximising well-being, thus benefiting all users of the premises.
2. Recommendations
2.1 That additional works and funding at the following schools are approved:
Abbott's Ann Primary School
Elvetham Heath Primary School
Knights Enham Infant and Junior Schools
Marnel Infant and Junior Schools
Park Gate Primary School
Portchester Secondary School
Sarisbury Junior School
2.2 That the overall position of the major capital projects being undertaken by the Acting Director of Property, Business and Regulatory Services be approved.
3. Completed Schemes
3.1 Since the last meeting of the Executive Lead Member for Children's Services (Education), schemes at the following schools have been completed and the new accommodation handed over to the Children's Services Department. These schemes remain financially on target:

4. Additional Works and Funding Added Post Contract
The following schemes have had further funding added to the contract for specific additional works.
4.1 Abbott's Ann Primary School - an additional £31,000 has been allocated from the Capital Programme 2008/09 as tenders were returned higher than anticipated.
4.2 Elvetham Heath Primary - the school have contributed £20,000 of devolved capital to fund additional internal alterations.
4.3 Knights Enham Infant and Junior Schools - an additional £203,000 has been allocated from the 2008/09 Capital Programme for post contract variations requested by the client
4.4 Marnel Infant and Junior - approvals for additional works are as follows: £

4.5 Park Gate Primary School - it was noted in the project appraisal approved by the Executive Member on 18 December 2008 that, subject to school funding, internal refurbishment works including the reconfiguration of four existing classrooms to improve layout and acoustics may be included in the contract. The school has now made an additional contribution to cover the proposed works and the total contract sum is now £710,000.
4.6 Portchester Secondary School - the following additional works were added to the scheme and will be completed during March 2009:

4.7 Sarisbury CE Junior School - the main scheme is now complete, however the school have added an additional £50,000 of their devolved capital for works to upgrade four pupils toilets. It is anticipated that these works will be completed during March 2009.
5. Additional Works and Funding added at Pre Contract Stage
5.1 Appendix 1 and 2 provides detailed information for all current capital projects at their varying stages. Included are those at pre contract stage, where additional funding has been added since the approval of the design project appraisal by the Executive Members' for Children's Services and Policy and Resources.
5.2 Additional funding has come from various sources including increased Children's Services Capital Programme allocations, and inflation and tolerance adjustments; additional school funding for specific additional requested works, and Policy and Resources budgets for additional Landlord maintenance items which can easily be included within the overall scheme.
6. Programme updates
6.1 Abbott's Ann Primary School - due to a delay in signing of the lease agreement, it is now anticipated that the scheme will commence on site in March 2009. The anticipated completion date for the scheme is now February 2010.
6.2 Bentley Primary School - the pre-tender estimate for the project was substantially over the agreed funding (approx 20%). The scheme is currently out to tender and consideration is being given to possible savings and additional funding should the tenders not be returned within the existing budget. It is now anticipated that works will commence on site during April 2009 and complete during October 2009.
6.3 The Bridge Education Centre, Eastleigh - tenders have been returned for this scheme. However, the programme is being revisited in light of a delay in settling the terms of the lease with the NHS. It is now anticipated that works will commence on site during April 2009 and complete during March 2010.
6.4 Knights Enham Infant and Junior Schools - the programme has been extended by eight weeks to carry out post-contract variations requested by the client.
6.5 Robert May's - the programme has been delayed pending the outcome of a grant bid to the Football Foundation.
6.6 Sopley Primary - an ecology survey has revealed possible bat presence in the loft spaces. A full survey will be carried out in May with a view to works commencing on site during November 2009 and being completed at Easter 2010.
