EXECUTIVE SUMMARY
1) Summary of Decision Area:
This report seeks the approval to enter into four single tender contracts to a total of approx 8 million for the delivery of Tier 2 and Tier 3 specialist CAMHS in Hampshire
2) Issues Covered in Report
The single tender will enable a review of the current specialist CAMH services , which will inform and shape the commissioning plans of the Trust.
It will also ensure that whilst the review is being carried out, the service remains to be delivered at a high level thus meeting the needs of vulnerable children and adolescents in Hampshire

The Executive Member for Children and Families give approval for the County Council, as a partner within the CAMHS Trust , to be given Single Tender Approval to contract for a transitional period of 1 year with the four current providers of specialist CAMHS in Hampshire, to support the work set out in Local Area Agreement and The Children and Young Peoples Plan.
MAIN REPORT
1) Contextual Information:
In April 2004 Hampshire County Council (Social Services and Education Departments) and the seven Hampshire Primary Care Trusts established phase 1 of Hampshire's Pathfinder Children's Trust for commissioning Child and Adolescent Mental Health Services (CAMHS). This was underpinned by a Section 31 agreement, which was in place for 3 years and renewed for a further year in April 2007. This was replaced with a section 75 agreement which runs until April 2011 with a pooled budget that fully funds the specialist CAMH services.
2) Key Issues:
2.1. There are currently four contracts for the provision of specialist CAMH services in Hampshire which are due to expire 31 March 09. They are as follows;
Southampton City PCT = £1,805,797.
Salisbury Healthcare Trust = £122,300.
Winchester and Eastleigh Healthcare Trust = £1,088,090
Hampshire Primary Care Trust = £3,657,514
2.2. The Comprehensive CAMHS Trust Board have decided that a thorough review of services should take place with a view to making some changes to the provider landscape through a procurement exercise to conclude in March 2010. In order to maintain the existing services it is necessary to extend the existing contracts whilst the procurement exercise is undertaken.
2.3. The cost of extending the existing contracts for one year is £6,787,153
3) Outline of Options:
3.1 Both HCC and HPCT lead on commissioning contracts for services funded from the CAMHS Trust pooled budget. It is recommended that HCC become single lead for specialist CAMHS contracts for matters of contractual efficiency. Full funding associated with the contracts are contributed by both partners and sits within the pooled budget which is managed by HCC and governed by the CAMHS Trust board.
Option 1: Single tender awarded to current four providers at the same value (plus 2.5 inflation) for 09/10 allowing for continuation of well respected and much needed service
Option 2: Put out an Open tender meaning no service to users for 09/10
4) Conclusions:
4.1. It would seem reasonable that for one year the trust is able to continue commissioning with its current provider arrangements to maintain consistency of service until the details of the review are available and are thoroughly analysed to enable contracts to be awarded for the future provision of services from April 2010
